The aim of the procurement is to enter into a framework agreement for the delivery of alcohol breath analysers (hand held screening instruments) and accessories. These are screening instruments that shall indicate whether a person has alcohol in their exhaling breath and to what degree. The person in question will be taken to give a sample for evidence if alcohol is indicated.

— Service point in Norway that can carry out the service described above. Alternatively a contact point in Norway, where the contracting authority can send an instrument and the chosen tenderer is then responsible for the administration and cost of customs and freight.

Optional option in addition to the main delivery:

— A device/apparatus (including software) which makes it possible to carry out periodic checks on several instruments simultaneously (e.g. 4-6 instruments).

Requirement:

1. Tenderers shall document that all obligations relating to the payment of taxes and duties are fulfilled.

2. Tenderers shall document that the company is legally established.

Documentation requirement:

1. — Tax certificate, joint certificate for tax and VAT, not more than 6 months old, calculated from the deadline for submission of tenders. (The certificate, form RF-1316, can be ordered from the Tax Collector or The Norwegian Tax Administration, alternatively can be ordered and collected in Altinn).

— Foreign tenderers shall submit a self-declaration stating that obligations with regard to the payment of taxes and duties have been fulfilled in the country where the tenderer is established. Alternatively, documentation can be submitted from a public authority stating that the obligations are met.

2. Norwegian companies: Company Registration Certificate.

— Foreign companies: Proof that the company is registered in a professional registry as determined by the law of the country where the tenderer is established.

The certificate should not be more than 12 months old.

3. Tenderers shall have the financial capacity to fulfil the assignment/contract, this means a credit rating no lower than A (Dun and Bradstreet) or the equivalent.

4. Tenderers shall have established connections with any sub-suppliers/collaborating partners in the contract period.

Documentation requirement:

3. A credit evaluation/rating from a credit assessment institution, not older than 6 months.

4. Tenderers shall enclose a commitment statement (self-declaration) from any sub-suppliers/collaborating partners.

As a minimum the commitment statement (self-declaration) must include;

‘X (sub-supplier/manufacturer/collaborating partner) confirms that Y (tenderer) has access to sell our offered resources/products for the entire contract period’. Date and signed by X.

If the tender is certified in accordance with internationally recognised standards for quality assurance/control, it is sufficient to attach a copy of the issued certificate.

If the tenderer is not certified, the quality system must be documented. The documentation shall — at a minimum — include procedures/routines:

— Handling deviations and claims

— Approval of sub-suppliers.
