Alvdal municipality shall hold a negotiated procedure for the procurement of a contractor for the new Alvdal primary school, with an arts part and a multi-purpose hall.

The construction project shall be organised as a builder managed general contract.

The general contractor shall be the main company on the site with responsibility for coordinating HSE measures. The general contractor will be responsible for the coordination of the operation and progress between the sub-contractors.

— Total gross area school part: 3 139 m

— Total gross area arts part: 448 m

— Total gross area multi-purpose hall, including areas for Alvdal friskliv: 2300 m

The tenderer shall be a legally established company. Norwegian companies shall document a company registration certificate from the Brønnøysund Register Centre. Foreign companies shall document this with certificates of registration in a trade register as determined by the legislation in the country where the tenderer is established.

The tenderer shall fulfil his obligations in relation to payment of taxes, VAT and other public dues. All Norwegian tenderers shall enclose tax certificates for VAT and tax. Tax certificates shall not be more than 6 months, from the tender deadline.

The tenderer must fulfil the requirement for good conducted in accordance with PPR §§ 11-10 (1) e, or 20-12 (1) e. Documented by a completed self-declaration on conduct. The form can be obtained from the following website:http://www.abakus.as/images/stories/mal/Egenerklring_om_vandel.doc

Økonomisk og finansiell stilling:

Tenderers shall have adequate financial capacity for implementation of the assignment. Documented by an expanded report from Bisnode http://www.soliditet.no/ The report must be dated after the publication date for the contest. If this is not enclosed, Abakus will obtain an expanded report from Bisnode free of cost for the tenderer. The information in the report is used as a basis to assess the tenderer's economical and financial situation. Information given on the tender date will be emphasised. A credit rating equivalent to or better than ‘A’ of ‘AN’ is required to participate in the competition.

Teknisk og faglig kapasitet:

The tenderer shall have experience from similar contracts Tendering companies shall document a minimum of 2 equivalent assignments in the last 6 years. Equivalent assignments mean completed general contracts with a minimum value of 50 000 000 NOK excluding VAT and including the same disciplines as this project. The documentation shall include the name of contracting authority, scope, content and delivery date.

Tenderers must have a very good execution ability. This shall be documented by: — An overview of the tenderer's total manpower. — Signed commitment statements between the general contractor and sub-contractors who will be used in this project.

The following certifications are required for the right to be responsible, with the stated development class: UTF surveying and measuring measures, development class 2. UTF ground work and landscape design including outdoor water and sewage installations, development class 3. UTF concrete constructions cast on site, development class 2. UTF carpentry work and the assembly of wooden constructions, development class 2. UTF assembly of supporting metal or concrete constructions, development class 2. UTF assembly of glass constructions and facade covering, development class 2. UTF roofing work, development class 3. UTF installation of fire alarms, emergency lighting and guiding system, development class 3. UTF sanitary installations, development class 2. UTF heating and refrigeration installations, development class 2. UTF extinguishing installations, development class 3. UTF ventilation and climate installations, development class 3. UTF lifting devices, development class 2. Tenderers are to document this by enclosing a copy of central certification, or a declaration of the right to be responsible for their company and sub-contractors.
