Administrative streamlining in the Norwegian Government Security and Service Organisation (DSS)

There is a need for systematic mapping of the streamlining potential connected to DSS' service production and internal administration in order to identify and carry out streamlining measures. The mapping will include approx. 65 services divided between DSS' 4 service areas, as well as internal administrative functions. The mapping shall lead to a recommendation from the project where the project has assessed to what degree the services can be streamlined, whether the level of the services can or ought to be adjusted or whether services can be completely cut out. The project's recommendation shall include profit calculations.
DSS needs external assistance which shall participate in the project work together with DSS' employees. The project shall be managed by DSS. The external assistance in the project work shall contribute with competence in methodological approaches to solve the project mandate, contribute with competence in project management, contribute and manage the implementation of the process facilitation and participate and manage the processes in assessments and profit calculations. External assistance shall, after the project manager places an order, provide assessments and reports with input for the final report.

Beskrivelse av opsjoner:
DSS would like an option for assistance with further follow-up and measures. An hourly rate for additional work must be stated.
The contracting authority can decide whether they take up the option or not. The contracting authority reserves the right to announce a new competition for this point if the option is not taken up.

Qualification requirements

Documentation requirement
— A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations regarding payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed. — Tenderers must have sufficient economic and financial capacity to carry out the delivery, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate.

— Tenderers must have carried out at least 3 deliveries in the last three years with relevance for this assignment. Relevant assignments mean
assistance with streamlining services for service providing entities, analyses and carrying out profit calculations.
— Tenderers must have sufficient professional expertise and capacity.
Documentation requirement;
— Reference list of the tenderer's deliveries in the last 3 years with relevance to this assignment, stating the name of the contracting authority, and, if possible, the value of the assignment and references. What has been delivered and the function the tenderer had in the assignment, must be stated;
