The objective is to procure 3 action boats with LOA 10m to 13 m for The Norwegian Police and service, operation and maintenance in the operations period. By ‘action boats’ we mean the open RIB/RHIB constructed for professional use by special forces in the police or defence, for special operations (primarily boarding/tracking). Tenderers who want to participate in the competition (interested parties) should send an enquiry regarding participating in the competition to the Contracting Authority. The interested parties who fulfil all of the qualification requirements, hereunder security and authorisation, will receive the tender documentation and can submit tender offers. Negotiations will take place with all tenderer who have submitted tender offers.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Interested parties shall document that the company is legally established.
— Norwegian companies: Company Registration Certificate;
— Foreign companies: Proof that the company is registered in a professional register as determined by the law of the country where the interested party is established.
The certificate should not be more than 12 months old.
Økonomisk og finansiell stilling:
Tenderers shall have the financial capacity to carry out the assignment/contract, this means a credit rating no lower than A (Dun & Bradstreet) or equivalent.
Minste nivå(er) av standarder:
— Credit evaluation/rating from a credit rating institution, not older than 6 months.
Teknisk og faglig kapasitet:
The interested parties shall have good experience with deliveries of action boats (as defined in the qualification documentation point 1.4) national or international.
The interested parties shall attach an overview of action boat deliveries in the last 5 years.
The interested parties shall be in a position, when the boat is delivered, to perform servicing, maintenance and repairs in the inner Oslo fjord on the boat in it's entirety (boat, motors, pontoon, electronics, communication, navigation).
The interested parties shall describe how they intend to fulfil the organisation of servicing and the maintenance service.
Interested parties shall have a good and well functioning quality assurance system/quality management system.
Interested parties should document their system for quality assurance/quality management.
If the interested party is certified in accordance with internationally recognised standards for quality assurance/quality management, it is sufficient to attach a copy of the issued certificate (ISO 9001 or equivalent).
If the interested party is not certified, the quality system must be documented. At a minimum the documentation should include a description of procedures for:
— Handling deviations and claims;
— Approval of sub-suppliers.

Objektive utvelgelseskriterier:
Interested tenderer shall apply for qualification to participate in the competition for the project.
Based on the assessment of the received enquiries, the Contracting Authority will invite a minimum of 5 authorised, interested tenderers who best fulfil the qualification requirements, to submit a tender offer.
The selection among a surplus of qualified tenderers will occur in accordance with the criteria/regulations below:
— Experience from equivalent contracts;
— Organising of service and maintenance.
