Politiets fellestjenester [Norwegian Police Shared Services]

A framework agreement for assistance concerning the mentoring programme in the Norwegian Police Service. The procurement includes assistance for development and implementation of a mentoring programme in the Norwegian Police (see also the tender documents' administrative regulations).
The Norwegian Police Directorate (POD) wishes to develop and improve the management in the Norwegian Police in accordance with the service's employee platform and management criteria.
The objective of the procurement is:
— Develop management skills and management talents (current and future managers);
— Ensure a better gender balance in manager positions;
— Contribute to make the Norwegian Police service an attractive work place;
— Create an arena for mutual experience and knowledge exchange.

If a tenderer must use other companies' capacity to fulfil the qualification requirements, documentation must be submitted stating that the tenderer has the right to use the offered resources for the entire contract period. This is done by enclosing a commitment statement (self-declaration) from any sub-suppliers/collaboration partners with the tender. As a minimum the commitment statement (self-declaration) must include: ‘X (sub-supplier/collaboration partner) confirms that Y (the tenderer) has the right to use our offered resources in the entire contract period’. Egnethet til å utøve yrkesvirksomheten:
Tenderers shall document that all obligations relating to the payment of taxes and duties are fulfilled.
Tenderer shall substantiate that the enterprise is legally established.
Documentation:
— Tax certificate, joint certificate for tax and VAT, not more than 6 months old, calculated from the deadline for submission of tender offers. (The certificate, form RF-1316, can be ordered from the Tax Collector or The Norwegian Tax Administration, alternatively can be ordered and collected in Altinn).

— Foreign tenderers shall submit a self-declaration stating that obligations with regard to the payment of taxes and duties have been fulfilled in the country where the tenderer is established. Alternatively, documentation can be submitted from a public authority stating that the obligations are met.

— Norwegian companies: Company Registration Certificate.
— Foreign companies: Proof that the company is registered in a professional registry as determined by the law of the country where the tenderer is established.
The certificate should not be more than 12 months old.
Økonomisk og finansiell stilling:
The tenderer must have the financial capacity to carry out the assignment/contract. This means a credit rating that is not lower than A, measured on Dun & Bradstreet's scale, or equivalent score from other publicly certified credit institutions.
Minste nivå(er) av standarder:
Credit evaluation/rating from a credit assessment institution, not older than 6 months from the deadline for receipt of tenders.
The contracting authority reserves the right to obtain a separate credit evaluation if this is considered necessary in order to verify the compliance with the requirement.
Teknisk og faglig kapasitet:
The tenderer shall refer to results with development and implementation of mentoring programmes at organisations of equivalent size.
Tenderers shall have sufficient capacity and implementational ability in the agreement period.
Minste nivå(er) av standarder:
Tenderers must enclose a list of the most important deliveries during the past 3 years, including information on what the assignment included and the tenderer's role in the assignment, the value, date and recipient (name, telephone number and e-mail address).
