Oslo municipality, c/o the Undertaking for Culture and Sports Facilities (KID), henceforth referred to as the contracting authority, invites to an open tender contest concerning the framework agreement with a contractor for snow transportation and smaller contractor works in Holmenkollen National Ski Arena. The Contracting Authority administers and operates the Holmenkollen National Ski Arena and requires assistance from a contractor that can distribute artificial snow in the tracks during winters, and implementation of operational measures during summers, which requires excavation and transportation of masses, etc.

The objective of the procurement is to ensure a good quality of the operations of Holmenkollen National Ski Arena, in accordance with the contracting authority's requirements. At the same time the assignments shall be executed in a cost-efficient manner. Transportation of snow and contractor works are an important condition for a stable and efficient management of the contracting authority's facility. Hired machines and personnel will be a supplement to the contracting authority's own resources, as well as other participants, in connection with a large demand on short-terms. Smaller, continuous and reliable contractor works in the tracks are required in the tracks during summers. Beskrivelse av opsjoner:
The framework agreement period is 1 year from signing the contract with the right for the contracting authority to trigger an option for further 3 years, 1 year at a time. The maximum total contract period is 4 years (1+1+1+1).
The contracting authority can make call-offs against the framework agreement. The call-off assignments include i.a. excavation, transportation etc. for the Upgrading and supplementing lights on floodlit tracks in Holmenkollen roller ski track, and in the remaining Holmenkollen National Ski Arena, are also included in the framework agreement.

Requirement:
The tenderer's tax affairs shall be in order in relation to payment of tax and VAT.
Documentation requirement:
Tax and VAT certificate, not older than 6 months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
The tenderer shall document that the enterprise is legally established.
Norwegian companies: Company Registration Certificate.
Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

Ability to implement the assignment. This includes the contractor having sufficient capacity, suitable manpower and equipment available for the implementation of the assignment.
Documentation requirement:
A statement of work force for the offered areas.
A description of the equipment, machinery, tools, materials or technical equipment at the disposal of the tenderer for execution of the contract.
Requirement: Experience from previous assignments.
A list of the tenderer's most important equivalent deliveries during the last 3 years. The list must contain the following:
Type of assignment.
Value of the assignment.
Date of execution.
