A framework agreement for security guard services

Oslo kommune, Vann og Avløpsetaten (VAV) [Oslo municipality, The Agency for Water and Sewage Works]

VAV needs security services for several of its locations, as well as other associated services.
VAV uses several different locations where there is a need for stationary security guard services and locations where the security guard services shall take the form of security guard rounds.
Several of the locations are in the centre of Oslo, whilst others are located close to the forests surrounding Oslo. Some of the locations are located up to 2 km into the forest, and the security guards must go on foot each way in the winter.
The framework agreement can, for example, include, amongst other things, the following assignments:
— Stationary security guard services at stand-by centres (if needed), the security guard will be given training in using VAV's software.
— Stationary security guard services in office buildings and possibly other locations.
— Reception services if needed.
— Security guard services at construction sites if needed.
— Mobile security guard services by car.
— Rapid response services due to triggered alarms
The assignments are located within Oslo municipality.

Requirement:
— The tenderer tax and VAT payments shall be in order.
Documentation requirement:
— Tax and VAT certificate, not older than six months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Tenderers shall be a legally established company
— Norwegian companies: Company Registration Certificate
— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.

Requirement:
Tenderers must have the economic capacity to carry out the assignment/framework agreement.
Documentation requirement:
— The company's last annual financial statement including notes, the board's annual report and audit report, as well as new information of relevance to the company's fiscal numbers.

— Credit evaluation/rating, not older than 3 months, based on the last known accounting figures.
Teknisk og faglig kapasitet:
Requirement:
— Tenderers shall have good experience from the provision of security guard services; including, but not limited to, good experience from manpower of stand-by centres or equivalent centres, stationary security guard services, reception services and the provision of security guard rounds.

Documentation requirement:
— List of the most important deliveries or services performed in the past three years, including information on the value, time, and the name of the public or private recipients. If the services were for public contracting authorities, this should be documented by certificates issued or confirmed by the authority concerned. If the services were for private contracting authorities, certificates should be issued or confirmed by these. In the absence of this, a declaration from the tenderer can be accepted.
