98-BYM-2016 Project Manager for accessibility measures

The Agency for Urban Environment section Street and Public Transport Projects has responsibility for the engineering design and follow-up during the construction period for projects connected to public transport planning.
Under this there are projects in the Combined Plan for upgrading of infrastructure (Combined Plan) connected with purchasing of new trams in Oslo and the project Powerful accessibility measures (KFT). There is a need for a project manager who works with the accessibility projects in the section.
KFT is a project that should significantly increase the travel speed for buses and trams in Oslo. The project is a collaboration between BYM and Ruter. To achieve the project's various goals, the measures must be suitable for implementation in the short term and should initially not include heavy infrastructure measures or measures that require studies/review.
Combined Plan: The work with preparation of a combined plan first started in 2012 and was an order from the city council department for Environment and Transport (MOS) to the Agency for Urban Environment. The purpose was to combine and coordinate Sporveien's planned upgrading of tram infrastructure and the Agency for Urban Environment's planned measures for other traffic in 1 and the same plan.
The combined plan has results in successful coordination between The Water and Sewage Authority, the Agency for Urban Environment and Sporveien. Several projects are in the engineering design phase and will soon be ready for implementation.
Sporveien has taken over the responsibility for the tram program that includes procurement of new trams, upgrading of infrastructure and base structure. This coordination responsibility for the implementation applies to the Combined Plan. This coordination responsibility does not effect ownership of each individual, independent infrastructure project, but the goal is even closer collaboration. Sporveien wants to continue the work in close collaboration with the Agency for Urban Environment, the Agency for Water and Sewerage Works, the Agency for Planning and Building Services, Ruter, Oslopakke 3- the secretariat and The Norwegian Public Roads Administration, Eastern Region.
The Agency for Urban Environment is the Contractor for very complicated projects in the combined plan, the projects are: Storgata, Northern strand, Kongsveien, Thorvald Meyers gate (street) and Gresenveien/Storokrysset/Disen.

The project manager's assignment includes, amongst other things:— Monthly reporting on finances, progress and quality;— Preparation and participation in management group meetings;— Contact and coordination with other cooperation partners, both private and public;— Meeting activities;— Financial follow-up of the projects;— Coordinate the project team, follow-up of contracts with hired persons;— Present the project to others;— Follow-up of the effected owners and neighbours.The Project Manager shall work a full time position and follow the same work schedule schemes as the regular BYM employees (37,5 hours a week). The project manager is expected to be in place as soon as possible after the contract is signed.The tenderer must provide replacement personnel if the project manager is absent for a long period (illness, paid leave etc.).The Project Manager must have competence and very good experience with public transport projects, including tram and street improvement projects in densely populated towns.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement 1: The tenderer shall have their tax affairs in order in relation to the payment of tax and VAT.
Documentation Requirement: Tax and VAT certificate that is not older than 6 months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Requirement 2: The tenderer shall be a legally established company.
Documentation Requirement 2: Norwegian companies: Company Registration Certificate.
Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Credit evaluation/rating, not older than 6 months, which is based on the last known accounting figures. The contracting authority reserves the right to obtain a separate credit evaluation if necessary.
Minste nivå(er) av standarder:
The tenderer must have the financial capacity to implement the assignment/contract.
Teknisk og faglig kapasitet:
Documentation Requirement 1: Tenderer's (company's) most important, relevant deliveries. Only projects that are relevant for this project shall be included.
Documentation Requirement 2: An overview should be given of the number of persons who the tenderer has at their disposal for the fulfilment of the contract, along with a report of how the company can handle back-up with vacations, illness or other absences.

Requirement 1: Tenderer (as a company) should have extremely good experience from equivalent projects.
Requirement 2. Sufficient capacity and suitable manpower to implement the assignment.

Andre særlige vilkår:
The consultant and their sub consultants are obliged to have wage and work terms that are not worse than those in the general regulations or current nationwide tariff agreement for the branch in question. This also applies to employees who are directly involved in the fulfilment of the consultant's obligations for this contract.

If the consultant does not comply with the wage and work terms, the contracting authority has the right to withhold parts of the contract sum until there is documentation that the conditions are in order. The sum to be withheld shall be equivalent to 2 times the saving for the Contracting Authority.
