Oslo University Hospital invites to a tender contest for the procurement of instruments with accompanying reagents for HIV-1 RNA quantifying and HBV DNA quantifying at the Department for Microbiology, the Unit for Molecular diagnostics and virology, OUS Ullevål.
The recommended sample material for HCV/HIV-RNA examinations is EDTA plasma. The durability is 72 hours when using plasma gel tubes centrifuged in accordance with the prevailing packaging attachment. The department receives samples for the relevant analyses from all over Norway. Due to durability, it may then be necessary to reverse the pipetting of the samples prior to instigating analyses, The residue material shall also be archived in a biobank and the Contracting Authority also requests a system for this which is adapted to the use of the analysing instruments.

Service agreements

The consumables include the following options:

Prolongation of the framework agreement as long as the equipment is in use.

The extension of the framework agreement's volume for the equipment's capacity is in use to the full extent.

The tenderer shall submit a VAT certificate and a tax certificate.

Documentation

Tax and VAT certificate

The certificates shall be issued on a certified form from the tax collector/tax office (www.skatteetaten.no). The certificates must be no more than six months from the deadline for receipt of tenders. Any arrears must be explained / justified.

Foreign tenderers must submit corresponding confirmation that government taxes and fees have been paid in the country where the tenderer has its registered place of business, in accordance with the respective country's rules for such certificates.

Tenderers shall have ethically responsible activity

If during the past 5 years the tenderer has been convicted of corruption, fraud or money laundering, or has committed criminal offences concerning professional conduct, the judgement and case must be accounted for. To be stated in the Tender Letter.

The tenderer shall be a legally established company.

Norwegian Tenderers must provide an updated company register certificate.

Foreign tenderers shall provide authorisation(s) for statutory registration in the country where the company is established.

Documentation

A credit assessment from Dun & Bradstreet or similar, with rating — credit worthy, not older than 3 months If not, a bank guarantee or parent company guarantee that provides equivalent safety for implementational ability can be given.

If the tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove the financial position with any other document that the contracting authority deems suitable, (Public Procurement Regulations § 17-8 (5)).

Tenderers shall have the necessary technical and professional qualifications to fulfil the contractual obligations.

Minste nivå(er) av standarder:

Tenderers shall have a quality assurance system that documents the tenderer's organisation and ability for carrying out a good delivery. Enclose a short description (or example Table of Contents) of the tenderer's quality system/methods for quality assurance, and a copy of any certificates.

Tenderers shall document an organisation with good technical and professional qualifications. Enclose a detailed description of the tenderer's organisation, both the sales and service organisation, including an organisation chart. The document shall also include the name, competence and relevant experience for employees who will participate in this delivery and for those who shall carry out service and maintenance after delivery. State where the tenderer's service organisation is located.

Enclose a list of the most important and most relevant deliveries of the offered equipment (or equivalent) in the last 3-5 years, including information on the value and date of the delivery. The list shall also include a contact person at the contracting authority/authorities (name, email address, telephone number). A short description of previously delivered equipment is to be given on this form.
