Oslo University Hospital invites tenderers to a competition for the procurement of3 blood gas instruments for RH Medical Biochemistry Children's Laboratory.3 blood gas instruments shall be procured for Rikshospitalet, Department of Medical Biochemistry, Children's Laboratory. The blood gas instruments must be able to tolerate electrolytes, blood gas, bilirubin, glucose, lactate and Co-oximetry with total haemoglobin and derivatives. It must be particularly good with capillary blood from premature babies, which is often sticky due to high haemoglobin.The procurement also includes entering into a framework agreement for the purchase of the accompanying consumables. This framework agreement is for 2 years, with an option for an extension for 1 year at a time for as long as the equipment is in use/at least 1 piece of equipment is in use. The award of contract for consumables will follow the award of contract for the purchase of the instrument.Approx. 6 000 samples per instrument per annum are carried out. This number can vary a lot from instrument to instrument. The sample volume is subject to change over time.The procurement will be conducted by Medisinsk teknologisk virksomhetsområde (MTV).A contract will be signed with 1 tenderer.A contract shall be signed for the assignment, based on OUS' standard documents, see the attached Contract Document including annexes.In addition the contracting authority would like option(s) for the following:1. 10 blood gas instruments;2. Service contracts;3. Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The tenderer shall submit a VAT certificate and a tax certificate.
Documentation:
Certificate for paid tax and VAT.
The certificates shall be issued on a certified form from the tax collector/tax office (www.skatteetaten.no). The certificates must be no more than 6 months from the deadline for receipt of tenders. Any arrears must be explained / justified.
Foreign tenderers must submit corresponding confirmation that government taxes and fees have been paid in the country where the tenderer has its registered place of business, in accordance with the respective country's rules for such certificates.
Tenderers shall have ethically responsible activity
Documentation: If during the past 5 years the tenderer has been convicted of corruption, fraud or money laundering, or has committed criminal offences concerning professional conduct, the judgement and case must be accounted for. To be stated in the Tender Letter.

Norwegian Tenderers must provide an updated company register certificate.
Foreign tenderers shall provide authorisation(s) for statutory registration in the country where the company is established.
Økonomisk og finansiell stilling:
The tenderer shall have sufficient economic and financial solidity to fulfil the contract obligations.
A credit assessment from Dun and Bradstreet or similar, with rating — credit worthy, not older than 3 months. If not, a bank guarantee or parent company guarantee that provides equivalent safety for implementational ability can be given.
If the tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove the financial position with any other document that the contracting authority deems suitable, (Public Procurement Regulations § 17-8 (5)).
