The bicycle project is a temporary department in Oslo municipality, with the main responsibility for implementing the measures in Bicycle Strategy for Oslo 2015 — 2025, adopted by Oslo town council 29 April 2015 with reference number 86/15. The initiatives in the bicycle strategy involve both the establishment of a physical bicycle infrastructure and communication and campaign activities to get more people to cycle as well as to improve Oslo's bicycle reputation and cooperate with and mobilise other actors.

The aim of the procurement is to establish a framework agreement so that we can use consultancy services for the design and implementation of activities and initiatives that involve communication and campaign activities. This shall contribute to reaching the aims of Bicycle Strategy for Oslo 2015-2025. The need can vary throughout the year and also from year to year. There will be a greater need before and during campaign periods than at other times.The contract has a limit of approx. 4 000 000 NOK over approx. 3.5 years — provided that the contracting authority takes up all the options. This figure is an estimate and the value can diverge in both directions. Call-offs will be made as and when needed by the Bicycle Project and within the budgetary limits.4 000 000

Requirement: Tenderers shall be a legally established company.
Documentation Requirements: Norwegian companies: Company Registration Certificate.
