46-BYM-2016 Framework agreement for an installer for replacing street lights in Oslo municipality

Oslo kommune Bymiljøetaten (Oslo Municipality, the Agency for Urban Environment)

The contracting authority shall enter into a framework agreement with an installer for replacing the street fixtures in Oslo municipality. Replacing the fixtures includes upgrading the electrical infrastructure and other follow-on assignments, such as replacing the masts. A total of approx. 22 000 HQL fixtures shall be replaced, primarily in residential areas and small streets. The replacements will be carried out over a long period of time. The number of replacements per annum will vary according to budget resources.

A total of approx. 22 000 HQL fixtures shall be replaced, primarily in residential areas and small streets. The replacements will be carried out over a long period of time. The number of replacements per annum will vary according to budget resources. The age of the installations and dark installations will be guidelines for progress. The contracting authority shall continually plan which areas are to be prioritised. Call-offs will be made area by area. The size of the call-offs is estimated to be the replacement of 500 to 1 500 fixtures per call-off. There will normally be approx. 2 parallel call-offs and a maximum of 4 call-offs will be held simultaneously.The assignment is for replacing fixtures, both assembling masts and wires. The assignment will also include the accompanying ‘net prep’ (upgrading/replacement of electric infrastructure) with the accompanying equipment and activities in the areas subject to measures.The fixtures that shall be assembled are a separate procurement. The contracting authority has announced a framework agreement for fixtures for street lights After both framework agreements have been signed with the contracting authority, the framework agreement for fixtures will be transported to the installer. The transportation contract is attached.

Requirement: The tenderer's tax affairs shall be in order as regards the payment of tax and VAT.

Documentation requirement: Tax and VAT certificate, not older than six months. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Requirement: Tenderers shall be a legally established company.

Documentation Requirements: Norwegian companies: Company Registration Certificate.

Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law in the country where the company is established.

Økonomisk og finansiell stilling:

Credit assessment/rating, not older than three months, and based on the last known accounting figures.

The contracting authority reserves the right to obtain a credit rating if needed.

Minste nivå(er) av standarder:

Tenderers must have the economic capacity to carry out the assignment/contract and be credit worthy.

Teknisk og faglig kapasitet:

If a tenderer will use other companies' capacity to fulfil the qualification requirements, a declaration of commitment must be attached from these other companies stating that the tenderer has authority over the necessary resources.

Documentation Requirement 1: A description of the tenderer's technical personnel that the tenderer has at their disposal to fulfil the contract, regardless of whether they belong to the company or not, especially those responsible for the quality control. The organisational chart for the people who are responsible for this contract. A statement of how much of the contract the Tenderer intends to use sub suppliers for.

Documentation Requirement 2: A list of the most important deliveries or services performed during the last 3 years, including information about the value, point in time, and the name of the public or private recipient. Services to public contracting authorities shall be documented by certificates issued or confirmed by the authority in question. If the services were for private contracting authorities, certificates should be issued or confirmed by these. In the absence of this, a declaration from the tenderer will be accepted.

Documentation Requirement 3: Information on educational and professional qualifications for the persons responsible for executing the service.

Minste nivå(er) av standarder:

Requirement 1: The tenderer shall have good capacity and implementation ability.

Requirement 2: Tenderers shall have relevant experience from engineering design services for, planning and the installation of street lights and shall have carried out assignments of a similar nature, complexity/degree of difficulty.

Requirement 3: Tenderers shall have key personnel with good experience within street lights and dynamic control of street lights.

Requirement 4: Tenderers shall have an environmental management system.

Requirement 5: Tenderers shall have a quality management system for the services to be performed in this contract.

Kontraktutførelse
Andre særlige vilkår:

— The tenderer shall ensure that during the entire contract period at least 2 apprentices are used for performing work connected to this contract.

The contracting authority shall have full authority from the tenderer(s) and sub-supplier(s) for an unlimited number of times to collect information on the matters specified in the authority for the collection of information on tax and duties etc., which are attached to this contract.

The tenderer is obliged to meet the requirements regarding payment and and working conditions in public contracts, dated 8.2.2008.

Tenderers shall ensure that wage and work terms are fulfilled in all links, including any sub-suppliers.

Utførelsen av tjenesten er forbeholdt et bestemt yrke:

Refer to the Law about inspection of electrical installations and electrical equipment (the Electrical Inspection Act) and Regulations about safety with work in and operation of electrical installations.

Requirement: Access to Hafslund's system.

Documentation requirement: A copy shall be enclosed of the access permission from Hafslund's high voltage installations in Oslo for the persons responsible for carrying out the services.
