Oslo kommune, Vann og Avløpsetaten (VAV) [Oslo municipality, the Agency for Water and Sewerage Works]

The objective of the procurement is to cover VAV's extended need for engineering design competence within water and sewage. The engineering design competence is a prerequisite for VAV being able to carry out its planned projects. The need for engineering design competence also includes a need for competence within technical drawing/CAD.
Sub tenders can be submitted in this competition. Three categories of consultants shall be hired: There can be several contracts for each category, up to a stated amount of manlabour years.

Sub tenders can be submitted in this competition. 3 categories of consultants shall be hired: The plan is to hire up to 4 manlabour years for 4 years for engineering design services and up to 2 manlabour years for 4 years for the CAD operator. The award will be based on an evaluation of the offered consultants separately in the categories that they are offered in. This means that each CV and offered consultant will be seen as 1 tender, and a price form shall be filled in and 1 competence form (cf. annex 4) per offered consultant. Up to 2 parallel tenders can be submitted for each of the 3 categories and in different availability percentages for engineering design competence. Further details are given in the requirement specifications. The offered consultant can only be offered for 1 of the 3 categories.

Norwegian companies: Company Registration Certificate.
Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Requirement:
Tenderers must have the financial capacity to implement the assignment/contract.
Documentation requirement:
The company's last 2 annual accounts including notes, the board's annual reports and audit reports, as well as recent information of relevance to the company's fiscal figures.
And a credit evaluation/rating, not older than 3 months, based on the last known fiscal figures. The entire credit rating report must be submitted, and it must contain key figures for the last 2 financial years. A credit assessment/rating shall be carried out by a publicly approved credit rating institution.

The tenderer's tax affairs shall be in order in relation to payment of tax and VAT.
Documentation requirement:
Tax and VAT certificate, not older than 1 month. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
