1.4 The objective and scope of the procurement:
The Education Agency Oslo shall procure a new registration and administration solution which is currently planned for use by The Summer School in Oslo and The Cultural Schoolbag. The Education Agency's need may change in the contract period. That means that similar needs of others can also be covered by this procurement.
The background for the procurements is agreements that run out and the need for adapting to new requirements and user needs. The solution which is chosen shall cover the functional requirements, and be user friendly and effective to use for all users.

The value will be dependent on the solution offered, the result of the negotiations and the competitive situation. The solution to be procured will in scope and content of many areas deviate from the solution that is to be replaced. The costs for the current solution can therefore not form the basis for an estimate of the value of the procurement.

Beskrivelse av opsjoner:
The agreement is valid for a period of four (4) years. The Contracting Authority shall have an option to extend the agreement for a further one (1) year plus one (1) year plus one (1) year plus one (1) year on verbatim terms. Agreements concerning any software with perpetual user right run for an undetermined time.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The tenderer must be a legally established company.
— For Norwegian companies: Company Registration Certificate.
— For Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
— The tenderer shall have good solidity and the economic ability to execute the contract.
— The company's last 3 Annual Financial Statements including notes, the board's Annual Reports and Audit Reports, as well as new information of relevance to the company's fiscal figures.
— Statement of the company's turnover for the last few years, with relevance to this contract.
Teknisk og faglig kapasitet:
1. Good implementation ability is required:
— Description of the tenderer's technical capacity and professional qualifications. With regard to the capacity, a description of the tenderer's relevant units shall be given. With regard to qualifications, a short overview of the tenderer's relevant expertise is requested. The personnel proposed to the assignment shall not be specified, and CVs not submitted.

— An overview of the tenderer's average workforce and the number of employees in the administrative management during the last 3 years.
— A statement of how much of the contract the tenderer intends to use sub suppliers for.
2. Experience from similar deliveries is required:
The tenderer must be able to offer a solution that is based on a standard solution. Furthermore, the tenderer must be able to refer to deliveries of comparable solutions. Description of the tenderer's most important deliveries or services performed during the past 3 years, including information about the value, time and the name of the public or private recipients. If the services were for public contracting authorities, this should be documented by certificates issued or confirmed by the authority concerned. If the services were for private contracting authorities, certificates should be issued or confirmed by these. In the absence of this, a declaration from the tenderer will be accepted.

3. A good and well-functioning quality assurance system is required for the services that will be provided:
— A description of quality assurance methods.
— Copy of any certificates issued by independent bodies.

Objektive utvelgelseskriterier:
The tenderers shall meet all of the qualification requirements in chapter 3. Based on the received requests for participation, the Contracting Authority will invite up to the 6 tenderers who best fulfil the qualification requirements in point 3.3.2 and point 3.3.3, sub points 1 and 2 in order to submit a tender offer.

If the tenderer wishes to request a temporary injunction against any dismissal of the tenderer or rejection of the tender offer. This must be done within 15 days, cf. regulation about Public Procurements § 19-7.
