The Contracting Authority shall procure a tenderer for operations and maintenance of municipal lighting. The lighting systems in Oslo have grown gradually over the last century. The lighting systems therefore have very different origins in regard to the time of development and material use.

Contracts for operations and maintenance should include necessary work for replacement of light sources and repairs to maintain light in the installations. The contract should i.a. include daily corrections and repairs in lighted ski trails, parks and street/road lighting. Furthermore, the contract should cover control and correction of lighting installations at sports facilities operated by the Contracting Authority.The operational assignments take place throughout the year. Mainly the assignments involve diverse administration, coordination and improvement of i.a. errors in the ignition system, improvement of approx. 10 000 error reports per year (light source replacement, including individual fitting replacement), execution of a good number of small project assignments (for example establishment of new street light poles), improvement of approx. 100 cable errors per year. Group replacement of light sources in some neighbourhoods may also be relevant. The tenderer should also understand purchasing of the installation material.Street light installations in Oslo consist of approx. 762 road light ignition points, where approx. 100 are shared with The Norwegian Public Roads Administration. The ignition points are not of uniform design, and placed both in net stations, net kiosks, lockers in master or standalone cabinets, and are managed by a central street light vision-ignition system from 2010 and are part of newer solutions. The road light ignition points supply a total of approx. 65 000 lamp points where about half are mounted on joint transfer poles with Hafslund Nett's distribution network. In the downtown streets, many of the lights are mounted on tensioned wire between the facades. In addition, The Agency for Urban Environment has 110 km of light poles with approx. 3 000 lamp points and 45 sport facilities with 1 000 lamp points.The road and street lighting has it's own network that stretches along the entire municipal road network. Downtown the network consists primarily of buried cables, but in the outer neighbourhoods, the majority consist of above ground tensioned cables.The documentation of the systems is generally lacking and in addition there are challenges connected to many cable break-downs and limited overview of which ignition point supplies which lamp point. As stated in the specification, the tenderer should through the daily operations, update system information for components, but not undertake a large collection of system documentation.The Contracting Authority is pursuing modern management and information systems, which means that the tenderer must adapt to this both out in the installations in and in the administration of the work. The Contracting Authority requires that the tenderer has access to a PC in the vehicle/tablet in order to have access to WORM and the management system.

Requirement: Tenderers shall be a legally established company.
Documentation Requirements:
Norwegian companies: Company Registration Certificate.
Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Requirement: The Service Provider tax affairs shall be in order in relation to payment of tax and VAT.
Documentation requirement: Tax and VAT certificate, not older than 6 months. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Økonomisk og finansiell stilling:
The company's last 3 Financial Statements including notes, the management's Annual Reports and Audit Reports, as well as new information of relevance to the company's accounting figures.
Minste nivå(er) av standarder: Tenderers must have the financial capacity to implement the assignment/contract.

If a tenderer will use other companies' capacity to fulfil some of the qualification requirements, a declaration of commitment must be attached from these other companies stating that the tenderer has authority over the necessary resources.
Documentation Requirement 1: A description of the tenderer's technical personnel that the tenderer has at their disposition to fulfil the contract, regardless of whether they belong to the company or not, especially those responsible for the quality control. The organisational chart for the people who are responsible for this operational contract. A statement of how much of the contract the Tenderer intends to use sub suppliers for.

Documentation Requirement 2: A list of the most important deliveries or services performed during the last 3 years, including information about the value, point in time, and the name of the public or private recipient. Services to public contracting authorities shall be documented by certificates issued or confirmed by the authority in question. Minste nivå(er) av standarder:
Requirement 1: The tenderer shall have good capacity and implementation ability.
Requirement 2: The tenderer shall have relevant experience in operations and maintenance of street light installations and shall have carried out assignments of an equivalent nature, complexity/degree of difficulty and scope/size.
Requirement 3: The tenderer shall have good competence in the speciality area.
Requirement 4: Have an environmental control/environmental management system.
Requirement 5: Quality control system for the services to be performed in this contract.
Kontraktutførelse
Andre særlige vilkår:
The tenderer is obliged to meet the requirements regarding payment and and working conditions in public contracts, dated 8.2.2008.
The tenderer shall ensure that during the entire contract period at least 2 apprentices are used for performing work connected to this contract.
The contracting authority shall have full authority from the tenderer and sub-suppliers(s) for an unlimited number of times to collect information on the matters specified in the authority, to collect information on tax and duties, etc.
Utførelsen av tjenesten er forbeholdt et bestemt yrke:
Requirement: Access to Hafslund's system.
Documentation Requirement: A copy of authorisation to enter into Hafslund's high voltage plant in Oslo.
Refer to the Law about inspection of electrical installations and electrical equipment (the Electrical Inspection Act) and Regulations about safety with work in and operation of electrical installations.
