Oslo kommune Bymiljøetaten (Oslo Municipality, the Agency for Urban Environment)

Procurement of sensor technology is necessary to be able to execute pilot tests of smart technology and provide access to statistics and data that show use of and behaviour connected to municipal parking spaces at street level. The overall objective is to attain smart technology that can ensure optimal utilisation and effectiveness for available parking areas at all times. This will be achieved through better needs adapted monitoring, management and control of parking spaces for different purposes in Oslo. With a steadily increasing press on areas for parking objectives, especially at the street-plan, parking will be an important area of focus in the coming city development.

The procurement will include the purchase of sensor technology and associated software to operate a complete parking solution, consisting of sensor technology, installation, calibration, support and training. The procurement will be divided into 3 complete deliveries with different solutions. It shall be tested in 3 different geographical areas. It is possible to submit a tender offer on multiple complete solutions. Each individual sub-contract is named with area 1, 2 and 3.The tenderer shall deliver sensor technology for 150 parking spaces with sensors that are either monitored on the street, or in another manner register activity and behaviour on the same number of parking spaces.Licenses shall include user support and support, have a duration of 2 years and have an option on a further 1 year after this.For further information, see the tender documents.

Egnethet til å utøve yrkesvirksomheten:
Requirement 1: The tenderer shall have their tax affairs in order in relation to the payment of tax and VAT.
Documentation Requirement: Tax and VAT certificate that is not older than 6 months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Requirement 2: The tenderer shall be a legally established company.
Documentation Requirement 2: Norwegian companies: Company Registration Certificate.
Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

Credit evaluation/rating, not older than 6 months, and which is based on the last approved accounting figures.

The tenderer shall have the economic capacity to execute the assignment/contract.
Teknisk og faglig kapasitet:
Documentation Requirement 1: A list of the most important deliveries or services performed during the last 3 years, including information about the value, point in time and the name of the public or private recipient.
Documentation Requirement 2: An account of the tenderer's quality management system. If the tenderer is certified, a copy of the certificate issued by an accredited certification body is to be enclosed.
