The delivery comprises operational and maintenance services on the road network in the south/east area in Oslo. The south/east area comprises the districts Østensjø, Nordstrand and Søndre Nordstrand. Based on historical figures, the contract's turnover is expected to be between 110 000 000 NOK — 160 000 000 NOK excluding VAT over a four year period. This turnover estimate is not binding for the contracting authority and tenderers must reckon on the contract work's extent/amount can vary and change during the contract period.A detailed account is given in the tender documentation annex 1 Requirement Specifications (description of services included in the assignment) of what the contract involves, the contract's geographical area and special conditions that must be taken into consideration.The delivery description is relatively detailed with deadlines for when each activity shall be carried out. The minutes from the tender conference will be published on Doffin. Travel expenses etc. in connection with the tender inspection are to be covered by the individual service provider.

Documentation requirement: Tax and VAT certificate, not older than six months. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Requirement: The Service Provider tax affairs shall be in order in relation to payment of tax and VAT.

Documentation requirement: Norwegian companies: Company Registration Certificate. Foreign companies: Proof that the company is registered in a trade index or register of business enterprises as prescribed by the law of the country where the tenderer is established.

Requirement: Tenderers shall be a legally established company.

Økonomisk og finansiell stilling:

The company's last three Financial Statements including notes, the management's Annual Reports and Audit Reports, as well as new information of relevance to the company's accounting figures.

Credit evaluation/rating, not older than 6 months, and which is based on the last known accounting figures. The rating must be carried out by a publicly approved credit rating institution.

Minste nivå(er) av standarder: Tenderers must have the financial capacity to implement the assignment/contract.
Teknisk og faglig kapasitet:

Documentation requirement 1: — A statement of the tenderer's average workforce and the number of employees in the administrative management in the last 3 years.

— A description of the tenderer's technical personnel the tenderer has at their disposal to fulfil the contract, regardless of whether they belong to the company or not.

— A description of the machines, tools and technical equipment that the tenderer has at their disposal to fulfil the contract, regardless of whether they belong to the company or not. The list shall state the type and year model of each unit.

— A statement shall be given of how much of the contract which will be provided by a sub-suppliers.

Documentation requirement 2: — Information on the educational and professional qualifications and relevant experience of the tenderer's key personnel — the person responsible for the contract, site managers, bases responsible for carrying out the service.

CVs for key personnel shall be enclosed.

Documentation requirement 3: — An overview of equivalent assignments carried out in the last 3 years. The overview shall state what work assignments were carried out, the value of the work, date and the name of the public or private recipient.

Sub-deliveries shall also be included in the overview.

Documentation requirement 4: — Statement of the tenderer's quality assurance system and management system.

The account shall, amongst other things, state the specified procedures for the execution and control of the work out in the field, including the procedures for self-inspection and approval of executed works.

If a tenderer is certified, a copy of the system certificate issued by an accredited certification body is to be enclosed.

Minste nivå(er) av standarder:

Requirement 1: Tenderers shall have good capacity and a good implementational ability both as regards personnel and technical resources.

Requirement 2: Tenderers shall have key personnel, including, amongst others, a person responsible for the contract, site managers and bases, who all have competence and experience from equivalent work.

Requirement 3: — Experience: Tenderers are required to have good experience from equivalent assignments. This means that the tenderer has carried out all or major parts of equivalent assignments as that stated in the description for this assignment.

Requirement 4: Tenderers are required to have well-functioning quality assurance and environmental management systems.

Andre særlige vilkår:

The tenderer is obliged to meet the requirements regarding payment and and working conditions in public contracts, dated 8.2.2008.

The contracting authority shall have full authority from the tenderer and sub-suppliers(s) for an unlimited number of times to collect information on the matters specified in the authority, to collect information on tax and duties etc. The tenderer and any sub-suppliers shall always fulfil their tax and/or duty obligations. The contracting authority can always check the tenderer's and any sub-suppliers' fulfilment of tax and/or duty obligations.
