BYM has the overall responsibility for taking care of the biological diversity in Oslo municipality. Inspections and controlling foreign plants is a part of the work with the urban environment in Oslo.
The contracting authority shall procure a horticultural service provider for systematic control of selected foreign plants in the contract period.
The contracting authority shall procure a service provider for controlling the following foreign species, giant hogweed, hogweed and impatiens glandulifera in Oslo municipality. The work will mainly consist of mechanical control in the form of cutting rotts and weeding with an obligation to report during the season.
There is an option for additional work in the form of mapping and/or controlling other species.

The tenderer's qualifications will be assessed on the received documentation. Only tenderers who are qualified will have their tenders evaluated.
If a service provider will use other companies' capacity to fulfil some of the qualification requirements, a declaration of commitment must be attached from these other companies stating that the service provider has authority over the necessary resources.

Requirement:
The tenderer's tax and VAT payments shall be in order.
Documentation requirement:
Tax and VAT certificate, not older than 6 months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
The tenderer must be a legally established company.
Norwegian companies: Company Registration Certificate
Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

Requirement:
The tenderer must have the economic capacity to carry out the assignment/contract.
Documentation requirement:
Credit evaluation/rating, not older than six months, which is based on the last known accounting figures.
The Contracting Authority reserves the right to obtain credit evaluations.
Minste nivå(er) av standarder:
If, for valid reasons, the tenderer is unable to submit the documentation as requested by the contracting authority, the tenderer may prove the economic and financial position with any other document that the contracting authority finds acceptable.

Requirement:
Good implementation abilities are required.
Documentation requirement:
An account of the service provider's technical personnel and technical units that the service provider has at his disposition to fulfil the contract, regardless of whether they belong to the company or not. Usee the reference template in annex 3.5 for the reference list.

— A statement of how much of the contract the service provider intends to use sub-suppliers for.
— A commitment statement from any sub-suppliers. A statement of the implements, machinery, tools, materials or technical equipment at the disposal of the service provider for the execution of the contract.
Tenderers shall have experience from controlling foreign plant species.
The service provider's/sub supplier's most important deliveries from equivalent horticultural contracts in the last three years, including the assignment's value, date and recipient.
A good and well-functioning quality assurance system is required for reporting the work and reporting obligation upon discovering a change in occurrence.
A presentation/description of the tenderer's quality assurance system.
Tenderers are required to have a good, well functioning environmental management system.
— A description of relevant environmental management measures that the service provider can use for fulfilment of the contract.
— A completed self-declaration form for environmental management, cf. Annex 3.2.
Kontraktutførelse

The tenderer is obliged to meet the requirements for wages and working conditions in public contracts. The form for
for self-reporting wage and working conditions (annex 3.4) shall be filled in by the service provider that the contracting authority enters into this contract with. The completed form shall be submitted after the award of contract letter has been published and before the contract is signed.

The service provider shall ensure that during the entire contract period at least 1 apprentice is used for carrying out work connected to this contract. The service provider shall document that the requirement is fulfilled by the start of the work, and otherwise upon the contracting authority's request.

The apprentice requirement shall be fulfilled independent of whether the work is carried out by
the main service provider or sub-suppliers.
Foreign service providers can, when carrying out the assignment, fulfil the apprentice requirement by using persons whose work is included in actual vocational education in another EU/EEA country.
If a service provider can document that appropriate measures have been taken to get apprentices, which have not succeeded, the service provider can request assistance from the contracting authority in getting apprentices. If the contracting authority cannot assist, the apprentice requirement does not apply.

The contracting authority shall have full authority from the service provider and sub-supplier(s) for an unlimited number of times to collect information on the matters specified in the authority for collection of information about tax and duties etc., that are annexed to this contract.

The rights and obligations in the authority shall apply from when the authority is signed until six months after the contract has been completed.
The completed form shall be submitted after the award of contract letter has been published and before the contract is signed.
