Forsvarets logistikkorganisasjon (FLO) [The Norwegian Defence Logistics Organisation NDLO]

A number of projects need support with System Engineering. Systems Engineering shall i.a. ensure that the requirements of the users are safeguarded in the final system solution through function analysis, requirement analysis, system analysis, design and verification. The work shall be in line with *1510 — Provisions for integrated logistics support, system engineering and information management in The Norwegian Armed Forces', that has the objective of ensuring that all personnel that carry out activities related to logistics support, system engineering and information management, have a uniform approach in obtaining of material and material management.
Disciplines included in the specialist field of system engineering are:
— General System Engineering
— ITIL system Engineering
— Configuration Management
— Production Logistics
— Information Engineering
— Implementation Support
— Information Quality
— Identification, Coding and Tracing.
— PBL/CLS, Prinsix, The Norwegian Armed Forces Investment Concepts, external Quality Assurance.
Assistance will be needed throughout all of the project phases. The tenderer must be able to demonstrate documented knowledge and experiences in the above named areas.
There is also a need to implement and transfer knowledge of system engineering and related areas, as it will be necessary throughout to focus on transfer of knowledge and training of the Customer's own personnel.
The Norwegian Armed Services currently uses PRINSIX as a method tool in project management.

Requirement

The tenderer must be a legally established company.

Documentation requirements

Norwegian Tenderers: Company Registration Certificate.

Foreign Tenderers: Confirmation that the Tenderer is registered in a trade register or company register in accordance with the law in the country where the Tenderer is established.

The tenderer must have good conduct.

The tenderer shall confirm this by signing Part I Annex C, self-declaration about conduct.

Teknisk og faglig kapasitet:

Requirement:

The tenderer shall have sufficient capacity to execute the framework agreement.

‘Sufficient capacity’ ,meaning the tenderer's access to all resource levels (junior — senior consultants, advisers, senior advisers/partners as stated in Part II Annex 2, price and payment terms). The requirement is set in order to assess the tenderer's ability to execute the deliveries on the framework agreement.

Documentation requirement:

The tenderer shall document that they have sufficient capacity by enclosing a filled in Resource Matrix of the tenderer's resources that are relevant to the execution of the deliveries. Minimum of 10 and maximum of 30 (Part I Annex C Resource Matrix shall be filled in). FLO emphasises that it is not possible to state resources in the tender offer that have been employed in the Defence sector during the last 2 years.

The tenderer shall have sufficient relevant competence to execute the framework agreement.

Competence meaning knowledge and proficiency (including formal and real competence).

Sufficient relevant competence means relevant in regard to the competence requirements stated in Part II Annex 1, the Delivery Requirement. The requirement is set in order to assess the tenderer's ability to carry out the deliveries on the framework agreement.

The tenderer shall document that they have sufficient, relevant competence to carry out the deliveries, by attaching a CV per resource stated in the resource matrix, (Part I Annex D Template for CV). CV should be a maximum of one page. FLO emphasises that it is not possible to state resources in the tender offer that have been employed in the Defence sector during the last 2 years.

The tenderer shall have an established quality assurance system.

If there is any certification, the tenderer should enclose documentation of this. If there is no certification, the quality system should be described.

The tenderer shall have good experience from similar deliveries.

The supplier shall complete the attached form, c.f. Part I Annex E — Reference Form, to document equivalent delivery/deliveries from the last 3 years. If the Tenderer wants to further document the given deliveries. Such documentation can be described on a separate piece of paper with precise references to the reference form. The buyer reserves the right to contact the listed contracting authorities.. The recipients shall be informed in advance of such possible contact.
