The Municipal Undertaking for Culture and Sports Facilities Oslo (henceforth also referred to as KID) is a municipal entity owned by Oslo municipality to build/construct, develop, operate and maintain purpose-built buildings. KID manages 37 properties. The number of properties can vary in the contract period. The buildings mainly consist of sports halls, indoor ice rinks, outdoor ice rinks, stadiums and cultural buildings. Our tenants are mainly municipal departments that sub-let to the final user, which are cultural institutions, sports teams, schools and associations. The assignment comprises service and maintenance on all of the Contracting Authority's lifts in the Contracting Authority's buildings. The exceptions are when new lifts are installed and major renovations. In these cases there will normally be a service and maintenance contract with the supplier of the new installation/the supplier responsible for the renovation. In cases where there is no service agreement with the supplier, new/renovated installations are also included in this framework agreement. The tenderer shall offer service and maintenance for all types of lift.

The tenderer's tax and VAT payments shall be in order.
Documentation requirement:
Tax and VAT certificate, not older than six months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

The tenderer must have the financial capacity to carry out the assignment/contract.
Documentation requirement:
— The company's last annual financial statement including notes, the board's annual report and audit report, as well as new information of relevance to the company's fiscal numbers.
— Credit evaluation/rating, not older than six months, based on the last known accounting figures.
— The Contracting Authority reserves the right to obtain their own credit assessment from a certified credit rating institution.

An account of the tenderer's average workforce in administration and for operative personnel.
Good experience is required from equivalent assignments. Equivalent assignments are defined as a framework agreement of corresponding nature and with a minimum of 1 year contract period.
An account of the tenderer's most important deliveries in the last 3 years; including information on value, date and the recipient. The documentation is to be limited to a maximum of 5 deliveries and a minimum of 2.
A good, well functioning quality assurance system is required.
An account of the tenderer's quality assurance system, possibly enclose a certificate of relevant certification. ISO certification or equivalent.

Maximum one chain of sub-providers
NB: The tenderer cannot have more than one chain of sub-providers, unless there are special circumstances and the Contracting Authority has given written consent.

If a Norwegian tenderer (manufacturer or importer) uses packaging, documentation must be submitted at the latest by the signing of the contract that confirms that the tenderer is a member of a recycling scheme or that they fulfil the obligations through their own recycling scheme with their own scheme for final treatment where the packaging is taken care of in an environmentally sound manner (Green Point Norway AS or a material recycling company).

The contracting authority shall have full authority from the tenderer(s) and sub-supplier(s) for an unlimited number of times to collect information about the matters specified in the authority for collection of information about tax and duties etc., that are annexed to this contract.

Breaches of tax and duty obligations.
The tenderer and any sub-suppliers shall always fulfil their tax and/or duty obligations.
Breaches of the Competition Act.
If it is beyond reasonable doubt that the tenderer has breached the Competition Act §§ 10 or 11, or equivalent provisions, the contracting authority can cancel the contract if this is deemed to be appropriate after a concrete assessment.c
