The Contracting Authority (KID) will place orders under the framework agreement according to the following distribution:
— For assignments under 200 000 NOK excluding VAT., KID will undertake direct ordering with the tenderer who has the best ranking in the competition. If the winner does not have the capacity, the assignment will go to the next tenderer.
— For assignments over 200 000 NOK VAT., KID will extend an invitation to a mini competition to tenderers from amongst the selected framework agreement tenderers.
— For assignments over 1 500 000 NOKexcluding VAT., KID can announce a new competition.
— For assignments over 10 000 000 NOK excluding VAT., KID shall announce new competitions.

The tenderer's tax affairs shall be in order in relation to payment of tax and VAT.
Documentation requirement
Tax and VAT certificate, not older than six months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

If it is beyond reasonable doubt that the tenderer has breached the Competition Act §§ 10 or 11, or equivalent provisions, the contracting authority can cancel the contract if this is deemed to be appropriate after a concrete assessment.
