Kultur- og idrettsbygg Oslo KF [The Municipal Undertaking for Culture and Sports Facilities Oslo]

Framework agreements for tradesman services will be entered into with three to five tenderers. The tenderers must be able to offer services in all of the disciplines as described below:
— Carpenter services: General maintenance/replacement of doors/windows, floor works, roof/roofing, replace panels on outer walls/walls, insulation of old construction.
— Plumber services: Replace/repair pipes, mixer taps, upgrading of kitchens, bathrooms and other wet rooms, replace seals on water taps, toilets etc., assistance with emergency events, such as water leakages.
— Painter services: All types of painting services, floor laying and wallpapering etc.
— Walls: Upgrading and establishing of wet rooms, tiling, maintenance/cleaning of facades, various other work.
— Flashing and guttering; Upgrading of roof and flashing and guttering works.
The list is not exhausting in regard to assignments.
The framework agreement will have a duration of one year.
The Contracting Authority has an option on a 1 year extension on verbatim terms.
The expected value of the contract is 25 000 000 NOK to 35 000 000 NOK excluding VAT. excluding VAT. The expected value is an estimate and is non-binding for the Contracting Authority. NB: The needs and volume used will depend on political guidelines and grants. The estimated volume in the contract period can vary both positively and negatively.
The assignment concerns tradesman services on the properties. Concerns maintenance and service, as well as projects of varying sizes. The agreement is defined against the existing agreement for janitor services, which concerns the daily operation of the property, including annual controls, service assignments and duty telephone with emphasis on rush assignments.

The Contracting Authority (KID) will place orders under the framework agreement according to the following distribution:

— For assignments under 200 000 NOK excluding VAT., KID will undertake direct ordering with the tenderer who has the best ranking in the competition. If the winner does not have the capacity, the assignment will go to the next tenderer.

— For assignments over 200 000 NOK VAT., KID will extend an invitation to a mini competition to tenderers from amongst the selected framework agreement tenderers.

— For assignments over 1 500 000 NOKexcluding VAT., KID can announce a new competition.

— For assignments over 10 000 000 NOK excluding VAT., KID shall announce new competitions.

Requirements

The tenderer's tax affairs shall be in order in relation to payment of tax and VAT.

Documentation requirement

Tax and VAT certificate, not older than six months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration

Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Requirements:

Tenderers shall be a legally established company.

Documentation requirement.

Norwegian companies: Company Registration Certificate.

Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

Økonomisk og finansiell stilling:

Requirements:

The tenderer must have the financial capacity to implement the assignment/contract.

Documentation requirement:

— The company's last annual financial statement including notes, the board's annual report and audit report, as well as new information of relevance to the company's fiscal numbers.

— Credit evaluation/rating, not older than six months, based on the last known accounting figures.

— The Contracting Authority reserves the right to obtain their own credit assessment from a certified credit rating institution.

Teknisk og faglig kapasitet:

Requirements:

Good capacity and implementation ability are required.

Documentation requirement:

— A statement of the tenderer's average workforce and the number of employees in the administrative management during the last three years.

— A statement for education and professional qualifications of the persons that are responsible for the execution of the contract, hereunder CV authorisations, certificate of apprenticeship, advanced craft certificate, master certificate etc. Documentation is limited to three persons per discipline.

Good experience is required from equivalent assignments.

The tenderer's most important deliveries in the last three years. Documentation is limited to five deliveries, including their value, point in time, recipient/contracting authority

as well as supplier and any co-operating partners.

A good, well functioning quality assurance system is required.

Statement of the tenderer's quality assurance system; hereunder table of contents for the system, or a valid certificate of the company's quality assurance system issued by independent bodies, which confirm that the tenderer fulfils certain quality assurance standards, for example ISO 9001.

The environment.

A statement of existing procedures or valid certificates from third party verified systems, for example: Miljøfyrtårn [Eco-lighthouse programme] ISO 14001, EMAS etc.

By sub-contractors.

NB: The tenderer cannot have more than one chain of sub-contractors below them, unless there are special circumstances and the Contracting Authority has given written consent.

Ban on social dumping.

The tenderer is obliged to meet the requirements regarding payment and and working conditions in public contracts, dated 8.2.2008.

Return scheme.

If a Norwegian tenderer (manufacturer or importer) uses packaging, documentation must be submitted at the latest by the signing of the contract that confirms that the tenderer is a member of a recycling scheme or that they fulfil the obligations through their own recycling scheme with their own scheme for final treatment where the packaging is taken care of in an environmentally sound manner (Green Point Norway AS or a material recycling company).

Requirement about apprentice scheme and skilled labour.

The tenderer shall ensure that during the entire contract period apprentices are used for the execution of at least 10 % of the work that is carried out by skilled workers in this contract.

A minimum of 40 % skilled labour shall be used.

The contracting authority's right to obtain information.

The contracting authority shall have full authority from the tenderer(s) and sub-supplier(s) for an unlimited number of times to collect information about the matters specified in the authority for collection of information about tax and duties etc., that are annexed to this contract.

Breaches of tax and duty obligations.

The tenderer and any sub-suppliers shall always fulfil their tax and/or duty obligations.

Breaches of the Competition Act.

If it is beyond reasonable doubt that the tenderer has breached the Competition Act §§ 10 or 11, or equivalent provisions, the contracting authority can cancel the contract if this is deemed to be appropriate after a concrete assessment.
