The New Jordal Amfi shall be an ice rink for elite and amateur ice hockey in Oslo. The rink shall be constructed where the current Jordal Amfi is located and it is to be designed as a modern ice rink with areas for the public, daily operation, catering, meetings, other sports functions and media.
Outdoor areas around the ice rink are also included in the procurement. This includes the entrance areas for the public, bicycle parking, footpaths and green areas.
The actual shell shall be passive house standard. The ice rink is otherwise planned with several measures that ensure energy efficient operation. This particularly applies to the process plant for dehumidification, ventilation, heating and cooling of the actual ice rink room.

Requirement: The Service Provider tax affairs shall be in order in relation to payment of tax and VAT.

Documentation requirement: Tax and VAT certificate, not older than 6 months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.

Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Requirement: The tenderer shall be a legally established company.

Documentation Requirement: Norwegian companies: Company Registration Certificate.

Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

Økonomisk og finansiell stilling:

Requirement: The tenderer shall have sufficient economic and financial capacity to carry out the assignment.

Documentation requirement: The company's last 3 Annual Financial Statements including notes, the board's Annual Reports and Audit Reports, as well as recent information of relevance to the company's fiscal figures.

Credit evaluation/rating, not older than 6 months, and which is based on the last known accounting figures. The rating must be carried out by a publicly approved credit rating institution.

The Contracting Authority reserves the right to obtain your credit appraisal/rating from an officially approved credit rating institution.

Teknisk og faglig kapasitet:

The following competence is required for the tenderer as a company:

Requirement: The tenderer shall have good experience from the construction of relevant buildings of an equivalent size and complexity.

Documentation requirement: Description of at least 3 reference projects, of which 1 turnkey contract, with a statement of the type of building and its size, carried out in the last 5 years.

The description shall include (max. 1 A4 side):

— The project name and size in m

— Type of project/building;

— Name of the contracting authority with a reference person who can be contacted (email, name and telephone number);

— Assignment content;

— The assignment's contract value excluding VAT;

— Start-up date and completion date;

— A signed certificate from the contracting authority confirming that the work has been executed professionally and properly.

Requirement: Tenderers shall have experience from projects of comparative value within refrigeration and the use of energy wells and heat pumps.

Documentation requirement: A description of at least 2 relevant projects carried out in the last 5 years.

— The project name;

— The assignment's contract total excluding VAT;

Requirement: The tenderer shall have sufficient implementation ability and capacity.

Documentation requirement: A description of the tenderer's personnel or units the tenderer has at their disposition to fulfil the contract, regardless of whether they belong to the company or not. It shall be clear whether the personnel or units belong to the company.

Requirement: The tenderer shall have a well-functioning quality assurance system that is relevant for the execution of this assignment.

Documentation requirement: Certificate for the company's quality system/management system issued by independent bodies, that confirms that the tenderer complies with certain quality assurance standards.

The contracting authority will also accept other documentation as proof that the tenderer has equivalent quality assurance measures.

At a minimum this must include a detailed table of contents and a description of how the system is used in practice.

Requirement: A good, effective environmental control/environmental management system is required.

Documentation requirement: Account of the tenderer's environmental control/environmental management system. If a tenderer is certified, a copy of the system certificate issued by an accredited certification body is to be enclosed.

The project manager, site manager and engineering design manager functions in total* that are responsible for fulfilling the contract are required to have the following competence:

Requirement: Experience from the management of assignments of an equivalent size and complexity.

Documentation requirement:

— An account of the proposed organisation in the project.

— CVs with a description of and experience with the management of relevant construction projects with reference persons.

Requirement: Experience from the management of assignments in turnkey contracts.

— CVs with a description of and experience from the management of relevant construction projects with reference persons.

*Together is understood as at least 1 person has the required competence under each requirement.

No price adjustments.

The contract is not subject to a price adjustment in the contract period.

Fossil free operation.

The construction of New Jordal Amfi shall be fossil free. This means: All site machines shall either be electrical or run on diesel in accordance with the standard EN 15940 (HVO/BTL).

Optimization period:

After the contract has been signed, the detailed engineering design services shall be carried out and the project shall be optimised. There will be requirements for cooperation between the contractor and the builder in this period. This will not be different that a normal NS 8407 contract. See the description in book 0, annex 4.

Development classes:

Tenderers are required to have central certification at the start of the contract for the development classes that are necessary for the project, or that the tenderer declares in writing that they will fulfil the terms for such certification by the start of the contract.

Ban on social dumping:

The contract has requirements for wages and working conditions, cf. the rules in the regulations on wages and working conditions in public contracts, dated 8.2.2008.

An established apprenticeship scheme is required:

The turnkey contractor shall ensure that apprentices are used for the execution of at least 10 % of the work that is carried out by skilled workers in this contract.

The contracting authority's right to obtain information:

The contracting authority shall have full authority from the tenderer (s) and sub-supplier (s) for an unlimited number of times to collect information about the matters specified in the authority for collection of information about tax and duties, etc. that are annexed to this contract.

Breaches of tax and duty obligations:

The tenderer and any sub-suppliers shall always fulfil their tax and/or duty obligations.

Breaches of the Competition Act:

If it is beyond reasonable doubt that the tenderer has breached the Competition Act §§ 10 or 11, or equivalent provisions, the contracting authority can cancel the contract if this is deemed to be appropriate after a concrete assessment.

Signing authority for an extended tax certificate:

A cooperation contract has been signed between Oslo municipality and the Norwegian Tax Administration as a part of Oslo municipality's fight against working life criminality, including illicit work and social dumping. Oslo municipality therefore requires that all its suppliers within the building and construction branch submit a signed permission slip that gives Oslo municipality an extended right for a limited number of times to obtain information on its suppliers and sub-suppliers' tax and duty standing, as stated in the permission slip.

The permission shall be signed by the winning tenderer after the award of contract letter has been received, but before the contract is signed.

Please note that the turnkey contractor may not have more than 1 link of sub-contractors below them in the chain without the builder's written approval.
