Nordland County requests tenders for the supply of electrical energy for the years 2017 and 2018. The tenderer must be the supplier of the physical delivery.
The aim of the procurement is to achieve favourable energy costs based on procurements that are flexible as regards the price development, combined with the opportunity for transition to fixed prices of all or parts of the volume.
The total annual consumption amounts to approx. 33,3 GWh per annum, of which approx. 5,9 GWh per annum is boiler power.

Egnethet til å utøve yrkesvirksomheten:
K 01 Tax and VAT certificate — Requirement: Tenderer must have submitted their tax assessments and paid tax, payroll tax and VAT. Documented by: Certificate for tax and VAT. The certificate shall not be older than 6 months from the deadline for receipt of tenders. Any arrears or other irregularities must be justified. Tax certificates must be submitted for sub-providers, if the Tenderer intends to use sub providers for trade against energy pools.

K 02 Company Registration Certificate — Requirement: The tenderer must be a legally established company. Documentation: Company Registration Certificate or equivalent from the tenderer's home country.
K 03 HSE self-declaration — Requirement: The tenderers shall vouch for the company working systematically to comply with the health, environment and safety legislation and that they comply with the internal control regulations. The tenderer must also confirm that the company is legally organised in relation to applicable tax and working environment regulations for employees' professional and social rights, and shall accept that the contracting authority has the right to review and verify the company's system for safeguarding health, safety and environment. Documentation: A signed HSE self-declaration.

Økonomisk og finansiell stilling:
K 04 Tenderers must have sufficient finances at the tender deadline to fulfil the contract. If a tenderer has rating A or better from Bisnode CreditPro, the tenderer is automatically qualified. The Contracting Authority will obtain a rating report itself. If a tenderer does not fulfil the rating requirement, the financial ability to fulfil the contract must be documented. Relevant documentation can be the accounts, auditor's report, annual reports, financial plans or operational guarantees from a bank or parent company. The contracting authority will decide, based on the received documentation, whether a tenderer is qualified for participation in the competition.

K05 the Tenderer shall not be bankrupt or subject to bankruptcy petition. The tenderer cannot be subject to debt negotiations or subject to debt negotiation petition. Documentation: Company registration certificate from the Brønnøysund Register Centre or equivalent from the tenderer's home country.

Teknisk og faglig kapasitet:
During the agreement period, the tenderer must be able to collect consumer data from the network company in accordance with NVE's (the Norwegian Water Resources and Energy Directorate) all time prevailing regulations.
The tenderer must have license for delivery of electrical energy in this period. The Contracting Authority will verify this against the NVE's list of trade concessionaries.
