Møre og Romsdal Fylkeskommune (Møre and Romsdal County)

Nord-Trøndelag county invites tenderers, on behalf of the participants in the County North Collaboration (FKN), to an open tender contest for a framework agreement for telephony services.
The contracting authorities are: Møre og Romsdal county, Sør-Trøndelag county, Nord-Trøndelag county, Nordland county and Finnmark county, through the County North Collaboration (FKN). As FKN is not a legal entity, identical contracts will be established between the chosen service provider and each county. See the tender documentation part 4 Contract Document.
In addition under each county's contract, other public entities will also be a part of the framework agreement with the same rights and obligations. The total number of public entities with a right and obligation to use the framework agreement is 87 legal entities, which also makes up the contracts' total number of customers. In addition, there are 7 municipalities with an option to join. See the tender documentation part 4 annex 10 and the following point 1.6 for further information.
The contracting authority draws attention to the fact that the ongoing municipality reform and the notified region reform can lead to changes with municipalities and counties merging and changes in the division of government regional administration. The framework agreement's provisions on transferring rights and obligations include provisions for the consequences of such changes. See the tender documentation's annex.
Communication:
Nord-Trøndelag county is responsible for carrying out the procurement and shall later be the joint contract point for the chosen tenderer for coordination and follow-up of contractual questions on a general level.
The Mercell portal for Møre og Romsdal county will be used for the practical procurement process. All communication in the process for this tender contest will take place via the Mercell portal: www.mercell.no

All tenders must be submitted electronically via Mercell by the tender deadline. Late tenders will be rejected. (The system does not allow tenders to be sent in electronically via Mercell after the deadline for receipt of tenders).

The tender requires an electronic signature upon delivery.
