2016/338 Streaming (including CDN) of TV production

Stortingets Administrasjon (The Storting's Administration)

Stortingets administrasjon produces approx. 1 000 hours of TV programmes (normally up to 4 channels simultaneously plus an event channel when needed) from the Parliament chamber, hearing rooms, etc. and has a need for operating live-streaming from them, including distribution over the tenderer's CDN. Stortinget shall produce the programmes itself and deliver a signal over the internet, but an option shall be offered for the tenderer encoding the signal delivered over a dedicated line.
Besides direct streaming, the new supplier shall also take over responsibility for storing and streaming from the existing video archive and ongoing updates of this.
Stortinget is also in the process of establishing ‘Stortinget live!’ (see the description in a separate annex) and the tenderer must be able to assist with the implementation of this within their discipline.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tax and VAT certificate. Requirement: Tenderers shall have their tax, employer contribution and VAT payments in order. Documentation requirement: Tax and VAT certificate. The certificate shall not be older than 6 months from the deadline for receipt of tenders. The certificate can be obtained electronically from Altinn. For further information, see Skatteetaten.no Foreign tenderers: Foreign tenderers must submit equivalent certificates from their own country that show that their tax and duty payments are in order. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

Conduct: Requirement: The tenderer shall have a good conduct. Documentation: Tenderers shall present a self-declaration confirming that the requirements in Annex 3 are fulfilled.
Økonomisk og finansiell stilling:
Credit Rating Requirement: Tenderers shall have the economic and financial capacity to fulfil the contract. Documentation requirement: A solidity assessment from a certified credit rating company shall be submitted with the tender. The appraisal must provide information about the credit rating and/or the extent of any risk of bankruptcy (Bankruptcy prediction). The Norwegian Parliament will reject tenderers with a poorer rating than ‘approved’ (worthy of credit) or tenderers with a bankruptcy risk above 7 percent. The rating must not be more than 6 months from the deadline for receipt of tenders. Stortingets administrasjon can offer, free of charge, to carry out a solidity assessment of tenderers through the database Proff™ Forvalt. State in the tender if this is desirable.

Teknisk og faglig kapasitet:
Requirement: Tenderers shall have good experience with equivalent deliveries to those included in the contract, including: — Operation of streaming/video archive over CDN; — Consultancy services for the implementation of streaming/video archive in projects similar to ‘Stortinget live!’. Documentation: A list of the most important deliveries or services performed in the last 3 years, including information on the value, date and the name of the public or private recipient. If the services were for public contracting authorities, this should be documented by certificates issued or confirmed by the authority concerned. If the services were for private contracting authorities, certificates should be issued or confirmed by these. In the absence of this, a declaration from the tenderer will be accepted.
