2016/258 Staffing TV production

Stortingets Administrasjon (The Storting's Administration)

Stortingets administrasjon annually produces approx. 900-1 000 hours of programmes from the Norwegian parliament and hearing rooms, and shall, thus, enter into a contract with a tenderer for staffing TV production equipment. The chosen tenderer will be responsible for providing competent personnel and for keeping up-to-date on meeting times and planning the productions. The Norwegian parliament will be responsible for the technical equipment used during the productions. The recording signals will be made directly available for free distribution to traditional broadcasting and via broadband/internet, including for all Norwegian media (open pool scheme).
In addition to the scheduled production, the contract covers options for the production of individual events and the hire of equipment.
The contracting authority reserves the right to make separate procurements of services from nationwide TV companies for the production of the opening of the Norwegian parliament, election programmes and other particularly demanding political events, but clarifies that these normally fall within the contract's fixed price. The contracting authority's production equipment will then be made available for this company. Written notification of this will be given in each individual case, except in a crisis situation.
Personnel who shall carry out the services can be moved around, see the requirements in the framework agreement. The tenderer will be responsible for ensuring that their personnel are competent.
There can be increased automation in the contract period, which can lead to a reduction in the number of personnel, but not in the number of hours with production.

Egnethet til å utøve yrkesvirksomheten:

Tax and VAT certificate. Requirement: Tenderers shall have their tax, employer contribution and VAT payments in order. Documentation requirement: Tax and VAT certificate. The certificate shall not be older than 6 months from the deadline for receipt of tenders. The certificate can be obtained electronically from Altinn. For further information, see skatteetaten.no

Foreign tenderers: Foreign tenderers must submit equivalent certificates from their own country that show that their tax and duty payments are in order. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

Conduct. Requirement: The tenderer shall have a good conduct. Documentation: Tenderers shall present a self-declaration confirming that the requirements in Annex 2 are fulfilled.

Økonomisk og finansiell stilling:

The tenderers should have sufficient economic and financial capacity to be able to fulfil the contract. Documentation: A solidity assessment from a certified credit rating company shall be submitted with the tender. The assessment must provide information about the credit rating and the extent of any risk of bankruptcy (bankruptcy prediction). The Norwegian Parliament will reject tenderers who have a rating less than credit worthy without security. The rating must not be older than 6 months. If the credit rating is not submitted, or submitted documentation is not satisfactory, the Contracting Authority will undertake an assessment of the Tenderer's economic and financial position by utilising the service Proff™Forvalt (www.forvalt.no). Tenderers with a rating less than B2 will be rejected. The requirement for ‘credit worthy without security’/‘B2’ may exceptionally be deviated from if the tenderer can document that such a rating gives a qualified incorrect picture of their economic and financial capacity, and the qualification requirement is met anyway. If it is not possible to obtain the above documentation, other relevant documentation can form the basis for the qualification assessment (annual accounts including notes, the auditor's report, the board's report), relevant guarantees etc.

Teknisk og faglig kapasitet:

Requirement: Tenderers must have good experience with equivalent assignments, defined as nationwide news production with professional broadcasting equipment. Documentation: List of the most important deliveries or services performed during the past 3 years, including information about the value, time, and the name of the public or private recipient. If the services were for public contracting authorities, this should be documented by certificates issued or confirmed by the authority concerned. If the services were for private contracting authorities, certificates should be issued or confirmed by these. In the absence of this, a declaration from the tenderer will be accepted.

Requirement: Tenderers must have access to sufficient personnel to be able to carry out scheduled and event productions. As a minimum, tenderers are required to have 20 available persons with competence with the contract area. Documentation: A description of the tenderer's technical personnel or technical units the tenderer has at their disposition to fulfil the contract, regardless of whether they belong to the company or not.
