Stortingets Administrasjon (The Storting's Administration)

A new design is being planned for Wessels plass, parts of Akersgata (from Prinsens gate to Grensen) and some sub areas around Stortinget and Stortingets administrasjon shall, thus, enter into a contract with an engineering design group consisting of a landscape architect, architect and technical consultants within construction, HVAC and electro. The engineering design services shall cover all phases — i.e. from the sketch project up to and including the follow-up of the site work and claims period. (Only a sketch project shall be prepared for the part of the assignment for parts of Akersgata.) The total area for the engineering design services is approx. 6 300 m. Parts of the assignment will be options.

The intention of the assignment is to protect Stortinget from unwanted events, at the same time as facilitating lively urban life. It is a prerequisite that the protection measures are integrated in the urban design.

Vilkår for deltakelse

The tenderer must have good conduct. Tenderers shall, by way of a self-declaration, confirm that this is fulfilled.
Økonomisk og finansiell stilling:
Tenderers must have good financial and economic implementational ability.
A credit assessment shall be enclosed from a publicly certified credit institution. The credit assessment shall be a rating (include a credit rating, part judgement and historical rating).
The credit rating must not be lower than score A (creditworthy) or equivalent if a different form of score is used (assessment of figures). The credit assessment shall not be older than 1 month prior to the deadline for applying for qualification.
Minste nivå(er) av standarder: Rating A or equivalent (i.e. credit worthy or credit worthy without security).
Teknisk og faglig kapasitet:
Tenderers are required to have good capacity (a secure implementational ability). Overview of the number of employees with relevant engineering design competence within each of the requested disciplines.
Very good technical and professional competence and experience from equivalent assignments is required, i.e. engineering design assignments of an equivalent nature, size and complexity as the actual assignment.
A general overview shall be given of assignments carried out by the tenderer/company. The overview shall cover all disciplines.
In addition an account shall be given — for each discipline in the group — of the 1-5 of the most relevant engineering design assignments that the tenderer/company has carried out in the last 3 years (reference projects).
The following information must be given for each of the reference projects:
— Name of contracting authority;
— Project name;
— The project's size in m
— Contract value of the engineering design assignment (excluding VAT);
— The company's assignments/roles in the project;
— In what phases the assignment was carried out;
— The start-up date and completion date (year) / if not completed; how far has the project come?;
— Type of engineering design assignment, including:
what type of outdoor project the engineering design services were connected to, for example, park, urban area, road, street or square and the content of the engineering design assignment. Furthermore, information shall be provided on whether the engineering design services were connected to the engineering design of outside areas in a cultural historic context/historical urban area and whether they included consultancy within traffic. In addition — if relevant — information shall be provided on whether the engineering design services included integrated security design.

Minste nivå(er) av standarder:
Minimum requirements:
All disciplines: Must have experience with engineering design services for outdoor installations.
ARK and/or LARK: Must have experience with engineering design services for outside areas in urban areas; for example roads/streets, traffic installations and publicly available squares and parks. In addition documentation must be provided of experience with engineering design services for outside areas in a historic town centre.
