Møre og Romsdal fylkeskommune (hereafter known as the Contracting Authority), hereby invites tenderers to submit tender offers in a competition on framework agreement for ordinary county loans (debenture loans).
The competition concerns ordinary county loans (debenture loans) for Møre og Romsdal fylkeskommune. Parallel framework agreements shall be signed with several tenderers. The number of tenderers that the Contracting Authority will enter into framework agreement with (maximum of 4 tenderers) will be determined after the evaluation of received tender offers.

Tax and VAT certificate — Requirement: The tenderer must have submitted tax statements and paid tax, employer contributions and VAT. Documentation: Tax and VAT certificate. The certificate must not be more than 6 months old from the deadline for submitting the application. Any arrears or other irregularities must be justified. If the tenderer is planning to use sub-contractors, tax certificates must be provided for them as well.

Company Registration Certificate — Requirement: Tenderers should be a legally established company. Documentation: Company Registration Certificate or equivalent from the tenderer's home country.
HSE self-declaration — Requirement: The tenderer shall vouch that the company operates systematically to fulfil the requirements of health, safety and environment legislation and that they satisfy internal regulations. The tenderer must also confirm that the company is legally organised in relation to applicable tax and working environment regulations for employees' professional and social rights, and shall accept that the contracting authority has the right to review and verify the company's system for safeguarding health, safety and environment. Documentation: A signed HSE self-declaration.
