Legally established company: To qualify, tenderers must be a legally established company. The tenderer shall submit a Company Registration Certificate as documentation. The Company Registration Certificate must not be older than 6 months, calculated from the day the Contracting Authority receives the certificate. Foreign companies must submit proof that the company is registered in a professional register or company register as prescribed in the legislation of the country where the tenderer is established.

Payment of tax and duties: In order to qualify, suppliers must be up to date with payment of taxes and duties. The tenderer must document this and within the tender deadline expiry must submit tax certificates as documentation that the taxes and duties are paid. Tax Certificate (RF-1244 Determined by the Norwegian Tax Directorate) must be issued by the treasurer/municipal treasurer where the tenderer has their main office and by the tax collector in the relevant county. If the tenderer shall utilise sub-suppliers, the tenderer must request equivalent documentation be provided from these sub-suppliers (not to be included in the tender).

Health, Safety and Environment HSE: To be qualified, tenderers must work systematically to fulfil the requirement of the Health, Safety and Environment legislation. Tenderers must, before the tender deadline expires, submit a self-declaration in accordance with the Regulations on Public Procurement as documentation that the service provider fulfils, or with any awarding of contract will fulfil statutory requirements in Norway for Health, Safety and Environment. Confirmation with a self-declaration on the attached form.

Wages and working conditions in public contracts. To be eligible, tenderers are obliged to have employees who have wages and working conditions that meet the provisions of regulations of: 2008-02-08 No. 112 on wages and working conditions in public contracts impose the supplier by announcement of service contracts and construction and facility contracts. Apprentices: In order to be qualified, tenderers must document that the company is a member of a certified apprenticeship scheme. Confirmed with a self-declaration on the attached form.
Økonomisk og finansiell stilling:
Economy: Tenderers must document that the company has financial implementation ability by the submission of the official Annual Financial Statements for the last 2 years, 2013 and 2014 attached to the boards and auditor's reports. In addition, the Contracting Authority will obtain a rating from AAA Soliditet as documentation of the financial implementation ability.

Liability Insurance. Liability Insurance shall as a minimum have coverage in accordance with NS 8405-2008 point 10.2. A copy of insurance policy is to be attached as documentation.

To be qualified, the tenderer must document that the tenderer's company and tenderer's sub-contractors have central approval for UTF in enterprise classification 2 for — b. If the tenderer and its subcontractors do not have central approval, the tenderer can substantiate in some other way that equivalent local approval can be achieved. Copy of previously awarded responsibility can be attached as supporting documentation. Foreign tenderers must document equivalent expertise so that local certification can be achieved. To be qualified, the tenderer must document that all of the tenderers' company and the tenderer's subcontractors have sufficient professional and technical competence and capacity to carry out the contract deliveries within the contract requirements. The tenderer shall document this with: A Reference list a. Reference list describing the company's' main references from the past five years. References shall indicate the contract place, value and contact person for the contracting authority. b. Reference list describing the subcontractors' main references from the past five years.
