The framework agreement shall cover work regarding general operation and maintenance, as well as minor reconstruction of the existing service buildings and municipal dwellings for heavy current and other electrical work. ‘Other electrical work’ meaning emergency lighting, lighting control, sun screening, bell-systems etc. Systems that require special competence with licenses, are not included in this agreement.

Requirement 1 (only applies to Norwegian tenderers). Tenderers shall have their tax,employer contribution and VAT payments in order. Documentation requirement: verification that the requirements are met. A tax certificate, not older than six months from the tender deadline. Tax certificate is defined as: For Norwegian tenderers: — Certificate showing paid taxes and VAT issued by the Tax Office. — Foreign tenderers: Foreign tenderers must present equivalent certificates from their country of origin, which substantiate orderly tax and duty conditions. If the authorities in the relevant country do not issue these certificates, the tenderer should submit a statement which states that all taxes and duties have been paid. The statement shall be approved and signed by the tenderer's Financial Director/ person responsible for finance.

Requirement 2 (applies to all tenderers). The tenderer must be a legally established company/must comply with registration requirements given by public authorities. Documentation requirement: Proof that the requirements are fulfilled. Company Registration Certificate or equivalent from the tenderer's country of origin. —Documentation for Norwegian tenderers are not required. The contracting authority will check the necessary information in the Brønnøysund Register Centre itself. If this is unclear, documentation (a company registration certificate) can be required.

Økonomisk og finansiell stilling:
Requirement 3 (applies to all tenderers) Tenderers must have sufficient financial position which enables him to implement the delivery. Documentation requirement — proof that the above requirement is fulfilled. The annual reports for the last 3 years, including the accounts with notes as well as the auditor's reports. — Documentation is not required from Norwegian tenderers. The contracting authority will verify accounting information from the Brønnøysund Register Centre. — Additional information the tenderer finds necessary to give in order to substantiate the financial position shall be attached the tender without request from the contracting authority. — The contracting authority can also require further documentation if there are uncertainties in the above mentioned information.

Requirement 4 (applies to all tenderers) The tenderer must be an approved company in accordance with the scope of this agreement, and must satisfy the at any given time applicable laws and regulations that apply for the tenderer's specialist area. Documentation Requirement: proof that the set requirements are met. Tenderers must document that they have authorisation as an electrical installer.

Requirement 5 (applies to all tenderers). There are requirements regarding liability insurance suitable to the nature of the service. Documentation Requirements: evidence that the requirements are met. Copy should be enclosed with the tender offer.
Requirement 6 (applies to all tenderers, for work which is to be carried out in Norway). The tenderers must vouch for the company working systematically to comply with the requirements in health, environment and safety legislation and satisfy the Internal Control Regulations. The tenderer must further confirm that the company is legally organised in relation to applicable tax and working environment regulations for employees' professional and social rights, and shall accept that the contracting authority has the right to verify the system for safeguarding of health, environment and safety. Documentation requirement: Proof that the requirements are met. Completed and signed self-declarations (see Annex 5a and 5b).

Requirement 7 (applies to all tenderers). The Ethical Self-Declaration, Annex 4 is required to be signed. Documentation Requirement: proof that the requirements are met. In the government's action plan against social dumping it is intended that the ILO's (International Labour Organisation — ILO is the UN's specialist organisation for working life) convention no. 94 regarding working provision shall be implemented in public contracts. Through the selection of trade partners and by using their influence as a customer over the suppliers and manufacturers, the Contracting Authority will, within the limits stipulated by Norwegian and international laws and agreements, underpin an internationally approved ethical standard that aids in goods being produced in an ethically sound manner. When purchasing goods, the tenderers should confirm that the tender offer does not include products that are produced (the entire value chain) contrary to ILO's core conventions. Please confirm that the tender offer does not contain products contrary to these principles, by signing Annex 4.
