The aim of the procurement is to transport sitting and lying patients from South Helgeland to Helgeland Hospital in Sandnessjøen, Mo i Rana and Mosjøen. In particular the offer is aimed at patients who, due to medical reasons or due to a lack of public transport, cannot use scheduled transport. Other patients who shall travel for treatment can also use the tender if there is free capacity.
The aim of this procurement is to carry out the assignment with second hand material until summer 2017, after which a longer contract is planned until 2025, based on new buses.

Requirement: Tenderers shall not have tax arrears without a justifiable reason. Documentation. Norwegian tenderers shall present a tax and VAT certificate. The certificate can be ordered and collected from Altinn, or ordered from the tax collector or The Norwegian Tax Administration. These certificates must be presented before the tender deadline and must be older than six months from the tender deadline. If there are tax arrears, the reason for this shall be given, and any documentation is to be enclosed.

Requirement: Tenderers are required to have a legally established company. Documentation: A copy of a company registration certificate shall be sent before the deadline for receipt of tenders expires.

Økonomisk og finansiell stilling:

Requirement: Tenderers are required to have good solidity, this normally means postive equity. Documentation: a) The last annual accounts, or the annual report that was submitted to the Brønnøysund Register Centre, and any recent information that is of relevance for the tenderer's economic and financial standing. b) Alternative documentation: Other documentation that proves that the company fulfils the prerequisite of continued operations in accordance with the laws and regulations.

Teknisk og faglig kapasitet:

Requirement: Service providers shall be qualified to carry out passenger transport in Norway. Documentation: Licence for non-scheduled passenger transport issued by a competent licensing authority or a declaration from the licensing authority that such a licence will be issued to the tenderer if a contract is signed with the contracting authority, cf. the Occupational Transport Act § 4. This self-declaration must be submitted before the deadline for tenders.
