The Norwegian Institute of Marine Research started a 4 year project in 2016 with the aim of reducing uncertainty in stock evaluations (REDUS; www.redus.no) for different fish stocks. The Norwegian Institute of Marine Research needs extra expertise within statistics and calculation mathematics, which shall work in an integrated research team and contribute to competence transfer, in order to strengthen the method research within survey design and analysis, stock estimates and research consultancy. The Norwegian Institute of Marine Research hereby announces a contract, limited to 5 000 000 NOK per annum, with an option for up to a 10 % expansion per annum, for statistics and expertise within methods for sample surveys, modelling data and simulation studies. Tenderers must document that the extent of their competence is sufficient to cover the breadth of the planned research assignments in the project period. The contract will include (1) method development for sample surveys and analyses in order to quantify indexes of abundance per age and/or length for fish stocks with uncertain measurements, (2) method development for sample surveys and analyses in order to quantify the number of fish in annual total commercial catches per age and/or length group, (3) development of mathematical/statistical tool for stock calculations with an assessment and quantification of uncertainty and the development and assessment of farming rules that take uncertainty in stock estimates and taxation into consideration, (4) development and implementation of methods to optimise the allocation of efforts in sample surveys that form the basis of the stock calculations, (5) training within statistics inference for sample surveys and statistical methods for stock calculations and (6) participation in internal, national and international meetings on method development and the implementation of methods. If the authorities in the respective countries do not issue such certificates, the supplier must provide a self-declaration on whether there are tax arrears and, if so, the size of them. The self declaration must be signed. The certificate shall be enclosed with the tender. Tenderers who have arrears tax arrears could be rejected.
