Møre og Romsdal Fylkeskommune (Møre and Romsdal County)

Møre og Romsdal county shall hold a competition for the delivery of machines and consumables for cleaning and operations for the county's entities.
The competition comprises 3 lots:
Part 1: Machines, consumables and light sources;
Part 2: Paper products, including equipment for toilets and communal areas;
Part 3: Permanent mats.
Framework agreements will be signed with 3 tenderers.
See the minimum requirements and criteria (award criteria) for each sub-delivery, for further information of the requirements and specifications.
The tenderer must state in the tender letter and in the Mercell system, which part(s) the tender applies.
If the tenderer, in the tender letter, verifies that he will submit tenders for several sub-deliveries, the tenderer must also submit tenders for each sub-delivery in the Mercell system, as well as upload the complete tender documents.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Tenderers shall be up-to-date with tax and duty payments. — Tax/VAT certificate (Certificate for paid VAT issued by the tax collection office (form RF-1244)) which is no more than 6 months old.

The tenderer shall work systematically to fulfil the requirements in the health, safety and environment legislation: — HSE self-declaration, annex 5 (shall be signed by the manager and the head union representative).

Tenderers are required to be a legally established company: Norwegian companies: — Company registration certificate from the Register of Business Enterprises (not older than 6 months). Foreign companies: — Confirmation that the company is registered in a trade or business register as prescribed by the law of the country in which the tenderer is established.

Confirmation of affiliation to the ILO, convention No 94. The confirmation shall be given in the attached form, annex 8.

Økonomisk og finansiell stilling:

The tenderer must document financial implementation ability. Tenderers must have a minimum of rating A: — Documentation shall be presented, verifying that the financial capability to implement the assignment; for example, a credit evaluation/rating not older than 1 year and which is based on the last known fiscal figures. The rating shall be carried out by an officially approved credit rating agency.

Teknisk og faglig kapasitet:

Give an orientation of environmental measures that the tenderer has in its company and any planned environmental measures. Documentation shall be given on the attached form; general HSE and environmental statement, annex 6.
