2015-KID-028 Lambertseter multi-purpose hall — turnkey contract

Kultur- og idrettsbygg Oslo KF [the Culture and Sports Building Oslo]

Lambertseter multi-purpose hall shall be a multi-purpose hall with hall measurements 25 x 45 m, with a separate area for wrestling. During the day the hall shall be used by Lamberseter Sixth Form College. 4 sets of changing rooms are planned. The hall is to be divided into 3 for gymnastics, via height adjustable sound reducing walls. There is to be a grandstand for approx. 200 persons on level 2. Otherwise the building has a gym, club room, kitchen, material stores and other support rooms in accordance with the Ministry of Culture's rules for awarding lottery resources.
The hall shall be constructed as a passive house. The contract practise is turnkey contract. Architect (ARK) will be transported to the turnkey contractor.
In addition tenderers for the turnkey contract shall price options for a sedum roof, charging point for electric cars and drilling energy wells.

Requirements.
The tenderer's tax and VAT payments shall be in order.
Documentation requirement
Tax and VAT certificate, not older than 6 months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Tenderers shall be a legally established company.
Documentation requirement.
Norwegian companies: Company Registration Certificate;
Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Requirements.
Tenderers must have the economic capacity to carry out the assignment/contract and be credit worthy.
Documentation requirement.
The company's last annual financial statement including notes, the board's annual reports and audit reports, including new information of relevance to the company's accounting figures.

Credit evaluation/rating, not older than 6 months, and which is based on the last known accounting figures. The rating must be carried out by a publicly approved credit rating institution.
The contracting authority reserves the right to obtain its own credit ratings.
If, for valid reasons, the tenderer is unable to submit the documentation as requested by the contracting authority, the tenderer may prove the economic and financial position with any other document that the contracting authority finds acceptable.
Teknisk og faglig kapasitet:
The following competence is required for the tenderer as a company:
Requirements.
Experience from the construction of relevant buildings of an equivalent size (not housing) during the last 5 years.
Documentation requirement.
— Description of 1 reference project with a statement of the type of building, size;
— A signed certificate from the contracting authority that states the work's value, date and location of the building, as well as to what extent the work was professionally and properly carried out.
Experience from construction in turnkey projects of an equivalent size during the last 5 years.
— Description of two reference projects with a statement of the type of building, size.
Tenderers shall have a well-functioning quality assurance system that is relevant for the execution of this assignment.
Documentation requirement:
— Certificate for the company's quality system/management system issued by independent bodies that confirm that the tenderer fulfils certain quality assurance standards, for example ISO 9001:2008.
— The contracting authority will also accept other documentation as proof that the tenderer has equivalent quality assurance measures.
As a minimum, a general description of the contents of the system including an overview of control plans and check-lists, that are relevant for this contract must be given.
A good, effective environmental control/environmental management system is required.
Account of the tenderer's environmental control/environmental management system. If a tenderer is certified, a copy of the system certificate issued by an accredited certification body is to be enclosed.
The project manager, site manager and engineering design manager functions in total* that are responsible for fulfilling the contract are required to have the following competence:
Experience from managing the construction of relevant buildings of an equivalent size (not housing).
— An account of the proposed organisation;
— CVs with a description of and experience with the management of relevant construction projects with reference persons.
Experience from managing construction in a turnkey contract.
— CVs with a description of and experience from the management of relevant construction projects with reference persons.
*) Together is understood as at least one person has the required competence under each requirement.

Fossile free operation.
The construction of Lamertseter shall be fossile free. This means: All site machines shall either be electrical or run on diesel in accordance with the standard EN 15940 (HVO/BTL). Any use of site machines that uses other fuel shall be clarified with the builder.

Development classes.
Tenderers are required to have central certification at the start of the contract for the development classes that are necessary for the project, or that the tenderer declares in writing that they will fulfil the terms for such certification by the start of the contract.

Ban on social dumping.
The tenderer is obliged to meet the requirements regarding payment and and working conditions in public contracts, dated 8.2.2008.
An established apprenticeship scheme is required.
The turnkey contractor shall ensure that apprentices are used for the execution of at least 10 % of the work that is carried out by skilled workers in this contract.
The contracting authority's right to obtain information.
The contracting authority shall have full authority from the tenderer(s) and sub-supplier(s) for an unlimited number of times to collect information about the matters specified in the authority for collection of information about tax and duties etc., that are annexed to this contract.

Breaches of tax and duty obligations.
The tenderer and any sub-suppliers shall always fulfil their tax and/or duty obligations.
Breaches of the Competition Act.
If it is beyond reasonable doubt that the tenderer has breached the Competition Act §§ 10 or 11, or equivalent provisions, the contracting authority can cancel the contract if this is deemed to be appropriate after a concrete assessment. c
Collaborative partners/sub-suppliers:
Please note that the turnkey contractor may not have more than two sub-contractors below them in the chain without the builder's written approval.
