Møre og Romsdal fylkeskommune (hereafter called the Contracting Authority) hereby invites tenderers to submit tender offers in the competition on ‘Consulting Group for E70 Outdoor Works’ primarily in regard to landscape architecture with outdoor works at Romsdal Sixth Form College.
Engineering design of outdoor works, will be divided into 2 areas:
Area south, east and north of the new construction (relies primarily on preliminary project).
The area west of the new construction (must be further developed by updating of the preliminary project).
New construction will be carried out in E20 Turnkey contract, while E02 Site Contractor and restructuring and infrastructure is carried out partially in an individual contract and partially as a sub-contract to E20.
E70 Contractor for Outdoor Works part A east, will be transferred as a sub-contractor to E20 Turnkey Contractor. The Turnkey Contractor is Betonmast Røsand AS.
The engineering design and the formulation of the descriptions must safeguard this. At this point in the project, the Contracting Authority has not determined whether the detailed engineering design for the western section shall be placed in an individual tender to be announced at a later date. On this basis, this part part of the procurement is included as an option.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Legally established company: To qualify, tenderers must be a legally established company. The tenderer shall submit a Company Registration Certificate as documentation. The Company Registration Certificate must not be older than six months, calculated from the day the Contracting Authority receives the certificate. Foreign companies must submit proof that the company is registered in a professional register or company register as prescribed in the legislation of the country where the tenderer is established.

Payment of tax and duties: In order to qualify, tenderers must be up to date with payment of taxes and duties. The tenderer must document this and within the tender deadline expiry must submit tax certificates as documentation that the taxes and duties are paid. Tax Certificate (RF-1244 Determined by the Norwegian Tax Directorate) must be issued by the treasurer/municipal treasurer where the tenderer has their main office and by the tax collector in the relevant county. The tax certificate must not be more than 6 months old, from the day the certificates are available for the Contracting Authority. Foreign tenderers must provide certificates or other statutory documentation from equivalent authorities to the Norwegian authorities. If the tenderer shall utilise sub-contractors, the tenderer must request equivalent documentation be provided from these sub-contractors (not to be included in the tender).

Health, Safety and Environment HSE: To be qualified, tenderers must work systematically to fulfil the requirement of the Health, Safety and Environment legislation. Tenderers must, before the tender deadline expires, submit a self-declaration in accordance with the Regulations on Public Procurement as documentation that the service provider fulfils, or with any awarding of contract will fulfil statutory requirements in Norway for Health, Safety and Environment. Confirmation with a self-declaration on the attached form.

Wage and working conditions in public contracts. To be eligible, suppliers and sub suppliers are obliged to have employees who have wages and working conditions that meet the provisions of regulations of: 2008-02-08 No 112 on wages and working conditions in public contracts impose the supplier by announcement of service contracts and construction and facility contracts. The tenderer shall confirm this with a self-declaration on the attached form.

Apprentice: The Contracting Authority priorities the use of apprentices, particularly in execution contracts. Descriptions in the consultant contracts are required to facilitate for apprentices to work on the Romsdal Sixth Form College project.
Økonomisk og finansiell stilling:
Tenderers must document that the company has the financial ability to fulfil the contract by the submission of the official annual accounts for the last 2 years, 2014 and 2015 attached to the boards and auditor's reports. Relevant key figures will be considered. The contracting authority will in addition obtain a rating from a ‘credit rating agency’.

Liability Insurance: Liability insurance shall have a minimum coverage in accordance with Norwegian Standard. A copy of insurance policy is to be attached as documentation.
Teknisk og faglig kapasitet:
Certification in accordance with the Planning and Building Act. To be qualified, the tenderer must document that the tenderer's company and tenderer's sub-contractors if this is LARK, have central certification for PRO in enterprise classification 2. If the tenderer's company and tenderer's sub-consultants do not have central certification, the tenderer can use another method to document that the requirements of PBL Case §10-1 are met. Copy of previously awarded right of responsibility can be attached as supporting documentation. Foreign tenderers shall document equivalent competence with a statement, so that the competence requirement is met. Self-declarations will not be accepted as documentation for this requirement.

Documented sufficient professional, technical competence and capacity: In order to be qualified, tenderers must document that the tenderer's company has sufficient professional and technical competence and capacity to fulfil the contract within the applicable requirements. The tenderer shall document this with: Description of at least 3 project where the consultants have been engaged through their own contract, in outdoor installations and similar connections with public construction, where the contract cost for the outdoor works has been above 5 000 000 NOK excluding VAT or School areas during the last 10 years, where the contract cost for the outdoor works has been over 3 000 000 NOK excluding VAT.

Organisational chart for the project execution: To quality tenderers must demonstrate the project organisation with an organisation chart. Key personnel shall be included in the organisation chart. The organisation chart shall also show functions such as project manager, landscape architect and SHA [safety, health and working environment] function.

CVs for key personnel: In order to be qualified, tenderers must present CVS for the following persons:— Project Manager — Landscape Architect. Key personnel shall have had a role in the presented reference project under point 3.2.3.b). CVs or annex to CVs should state the role the key personnel have had in which project.

Language: From the project organisation, at least the Project Manager, Landscape Architect and those responsible for the SHA function must be Norwegian speaking. See also section 3.4 in the Administrative provisions regarding language in the project. Documented by a self-declaration.
