171-BYM-2015 Procurement — Traffic controllers for signalling systems on roads 2016-2017

Oslo kommune Bymiljøetaten [Oslo municipality, the Agency for Urban Environment)

The contracting authority is responsible for the municipality's 300 signalling systems on roads. We have a regular need to replace the equipment for these. We shall, thus, procure 21 traffic-controllers and up to four as an option for the contracting authority.
In connection with this, the Contracting Authority shall enter into a contract with 1 supplier for the delivery of traffic controllers, including installation thereof. The contract includes the delivery, assembly, programming and commissioning of the traffic-controllers, as well as the disassembly and removal of the old traffic-controllers to a prescribed place. In addition the supplier shall, as a part of the delivery, carry out a certain amount of first hand training of the contracting authority's personnel, with a view to troubleshooting, reprogramming, etc. The foundations of the traffic-controller cabinets are a part of this delivery and shall be provided by the tenderer. Our own excavation contractor will establish a manhole in front of the traffic-controller (if there is not one there already) and lay down foundations for the new cabinet. Coordination with our excavation contractor shall be included in the unit prices. There already are large cabinets in several places. The foundations shall not be replaced in these cases. Requirement:
— The tenderer shall be a legally established company.
Documentation requirement:
— Norwegian companies: Company Registration Certificate;
— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement:
The tenderer's tax and VAT payments shall be in order.
Documentation requirement:
Tax and VAT certificate, not older than six months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
The tenderer must have the financial capacity to implement the assignment/contract.
— The tenderer shall present annual accounts for the previous fiscal year.
— Alternatively, credit appraisal/rating, not older than 6 months, based on the last known fiscal figures. The rating shall be carried out by an officially certified credit rating institution.
If necessary, the Contracting Authority reserves the right to obtain own credit appraisals.
If, for valid reasons, the tenderer is unable to submit the documentation as requested by the contracting authority, the tenderer may prove the economic and financial position with any other document that the contracting authority finds acceptable.
Teknisk og faglig kapasitet:
Requirement 1:
Good implementation ability is required.
Documentation requirement:
— A description of the tenderer's technical personnel or technical units the tenderer has access to in order to fulfil the contract, regardless of whether they belong to the company or not.
Requirement 2:
Experience from equivalent contracts is required.
— The tenderer's principal deliveries from equivalent assignments during the last 3 years, including their values, dates and recipients.
Requirement 3:
A good and well-functioning quality assurance system is required for the products that will be provided.
— A statement of the company's quality assurance methods. If a tenderer is certified, a copy of the system certificate issued by an accredited certification body is to be enclosed.

2.3 Deadline for receipt of tenders:
The tender shall be in writing and signed by the person(s) who have power to commit the company.
The tender shall be in Norwegian and delivered as one copy. The Contracting Authority also request a copy of the tender where the tenderer use a censor strip on trade secrets. The tender, including the censored version, shall also be delivered on a USB flash drive. In case of conflict, the paper copy has a higher rank than the electronic version.
