The contracting authority shall procure a service provider for the operations and maintenance of parks and public outdoor recreation areas in the Southern area. This area comprises facilities in the districts of Søndre Nordstrand, Nordstrand, Østensjø and some shore areas in Oppegård kommune. The region includes parks, bathing places, large and small public recreation areas, walking paths and green areas along municipal roads, at sports grounds and car parks. The objective of the procurement is to ensure the operations and maintenance of parks and public recreation areas in accordance with the desired standard in the Southern area. This includes planting flowers and bulbs, cutting grass, caring for trees, pruning and other vegetation care, as well as cleaning, maintenance and operation. It is very complex and the properties have some technical installations that are included in the contract. The procurement will contribute to maintaining the Agency for Urban Environment's vision of a safe, beautiful, environmentally friendly and sporty town. For further information see the attached description of operations and maintenance that is mainly based on NS 3420-ZK:2015. The site map is only available in electronic format on the internet. The map base has a search function. Training in the use of the base will be given at the tender conference. User guidelines are in Annex 1.1.4 in the tender documentation. The description shall apply if there is a discrepancy between the map and the description. The amounts in the paragraph with calculation are only estimated amounts and are not binding for the contracting authority. Participants are requested to submit any questions in advance so that the Contracting Authority has the opportunity to prepare their answers. Requirement A. The tenderer's tax and VAT payments shall be in order.
Documentation requirement A1:
Certificates for tax and VAT, not older than 6 months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Requirement B. The tenderer shall document that the enterprise is legally established.
Documentation requirement B1:
Norwegian companies: Company registration certificate.
Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
C1. Credit evaluation/rating, not older than 6 months, which is based on the last known accounting figures.
C2. The contracting authority reserves the right to obtain its own credit rating.
C. Tenderers must have the financial capacity to implement the assignment/contract.

If a tenderer will use other companies' capacity to fulfil some of the qualification requirements, a declaration of commitment must be attached from these other companies stating that the tenderer has authority over the necessary resources. Documentation Requirement shall also be delivered for these.

D1. An account of the tenderer's total manpower and an account of which parts of the contract are expected to be left to sub-contractors;

E1. The tenderer's/sub-contractors 5 most important deliveries from equivalent assignments in the last 3 years, including the assignment's value, duration and name of recipient. Use the template in the tender documentation;
F1. Account of the tenderer's methods of quality assurance based on general part of the description in Annex 1.1.1 to the tender documentation. If the tenderer is certified, it is sufficient to enclose the certificate;
G1. Self-declaration about environmental management, cf. Annex 3.2 to the tender documentation.
D. A good ability and the capacity to fulfil the contract are required;
E. Experience is required from equivalent gardening works;
E. A good, well functioning quality assurance system is required;
G. A system is required for environmental management.
Andre særlige vilkår:
The tenderer is obliged to meet the requirements regarding payment and and working conditions in public contracts, dated 8.2.2008. The form for self-reporting of wages and working conditions (annex 3.6) shall be completed by the tenderer that the Agency for Urban Environment signs the contract with. The completed form shall be submitted after the award of contract letter has been published and before the contract is signed.

The tenderer shall ensure that during the entire contract period at least 1 apprentice is utilised for executing work connected to this contract. The tenderer shall document that the requirement is fulfilled by the start of the work, and otherwise upon the contracting authority's request.

The apprentice requirement shall be met regardless of whether the work is carried out by a main contractor or subcontractor. Foreign tenderers can, when carrying out the assignment, fulfil the apprentice requirement by using persons whose work is included in actual vocational education in another EU/EEA country.

If a tenderer can document that appropriate measures have been taken to get apprentices, which have not succeeded, the tenderer can request assistance from the contracting authority in getting apprentices. If the contracting authority cannot assist, the apprentice requirement does not apply.
