The work includes the necessary preparatory work such as resetting of curbs and other necessary and appropriate actions in relation to resurfacing. See the tender documentation and all annexes for further information.The contracting authority will prioritise main roads/feed roads within the ordinary budget volume. In addition there can be option work based on the submitted prices for the main tender and otherwise on the same terms.The ordinary budget was approx. 30 000 000 NOK on the day the competition notice was published. There is as yet no knowledge about the size of any additional funding for the 2016 asphalt budget.The exercise of 1 or more options require additional appropriations.

A tender conference will be held for this competition 17.2.2016, 13:00 at Karvesvingen 3, meeting room 3M4, 3rd floor, apply to the reception on the ground floor. Tenderers are requested to submit any questions in advance so that the Contracting Authority has the opportunity to prepare the answers. The respondent will remain anonymous. Minutes of the tender conference will be announced on Doffin. Travel expenses etc. in connection with the tender conference are to be covered by the individual service providers.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement: Tenderers shall be a legally established company.
Documentation Requirements: Norwegian companies: Company Registration Certificate.
Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Requirement: The Service Provider tax affairs shall be in order in relation to payment of tax and VAT.
Documentation requirement: Tax Certificate for tax and VAT, not older than 6 months.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Økonomisk og finansiell stilling:
Credit evaluation/rating, not older than six months, and which is based on the last known accounting figures. The rating shall be carried out by an officially certified credit rating institution.
Minste nivå(er) av standarder: Sufficient financial capacity to fulfil the contract/assignment.
Teknisk og faglig kapasitet:
Documentation requirement 1:
— Information on the tenderer's average work strength in the last 3 years, as well as information on education and professional qualifications (CV) for the technical and administrative personnel who are responsible for the implementation of the contract.

— A list of all the technical units that the tenderer can use for fulfilment of the contract, including equipment that any sub-suppliers will use. The list shall state the type and year model of each unit.
— A binding statement that documents that the tenderer can use any other companies'(sub-suppliers) capacity.
Documentation requirement 2:
— An overview of equivalent work carried out on public roads in the last 3 years. The overview shall state the works' value as well as the date and place of execution.
Documentation requirement 3:
— An account of the tenderer's environmental control/environmental management system. If a tenderer is certified, a copy of a certificate issued by the certification body shall be submitted. Reference is made here to EMAS, the joint scheme for environmental management and environmental audits.

— A description and submission of actual parts of the tenderer's quality system, with a statement of when it was last updated.

Requirement 1:
Good implementation ability.
Requirement 2:
Experience from similar assignments.
Requirement 3:
A good and well-functioning environmental control/environmental management system.
Requirement 4:
a good and well functioning quality assurance system.
Special emphasis will be put on the stated routines and methods for execution, control and documentation of the work out in the field, including the routines for checking asphalt prescriptions and matter and for approval of performed work.
Kontraktutførelse
Andre særlige vilkår:
The tenderer is obliged to meet the requirements regarding wages and working conditions in public contracts, dated 8.2.2008.
Oslo municipality requires that Norwegian tenderers, by the start of the contract work, shall
be a publicly certified apprenticeship company, cf. the public procurement regulations § 3-11 (3). In addition contractors are required to regularly actually engage apprentices during the contract period. At least one apprentice is required to be engaged for the execution of this concrete assignment.

The authority is the competition documentation.
