166-BYM-2015 Removal of graffiti, second notice

Oslo kommune Bymiljøetaten (Oslo Municipality, the Agency for Urban Environment)

Oslo kommune c/o Bymiljøetaten (BYM), Vann- og avløpsetaten (VAV) og Eiendoms- og byfornyelsesetaten (EBY), hereafter called the Contracting Authority, invite tenderers to an open tender competition for the removal of graffiti from and including 1.9.2016 for 2 years with an option for 1 year + 1 year.
The graffiti removal is part of Oslo municipality's campaign against tagging. Graffiti, posters and stickers shall be removed from the Contracting Authority's properties/installations. In addition, graffiti, posters and stickers shall be removed from private, government and other municipal house owners facades by a separate subscription scheme hereafter called The Subscription Scheme.
The contract is a full year contract. Graffiti shall also be removed during the winter months, where environmentally and building wise justifiable.
The work consists of 2 main work assignments:
1. Removal of graffiti, posters and stickers on the Contracting Authority's property.
2. Removal of graffiti, posters and stickers in accordance with the subscription scheme.
Please refer to the comprehensive descriptions of the assignment in the Requirement Specification (the annexes 1a, 1b, 1c and 1d). Contractual provisions (Annex 2) and the attached lists of the Contracting Authority's property/elements and quantity (annex 3, price list).

Beskrivelse av opsjoner:
Contract for the ‘Removal of graffiti 2016-2018’ valid from 1.9.2016-31.8.2018. The contracting authority has the option to extend the contract for a further 1 + 1 years on verbatim terms.
— Option 1: from and including 1.9.2018 to and including 31.8.2019.
— Option 2: from and including 1.9.2019 to and including 31.8.2020.
The option will be triggered in writing at least 3 months prior to expiration of contract.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement:
— Tenderers shall be a legally established company.
Documentation requirement:
— Norwegian companies: Company Registration Certificate.
— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.
— Tenderers shall meet the requirements of Norwegian legislation with regard to health, safety and the environment (HSE).
— HSE declaration filled in and signed.
Økonomisk og finansiell stilling:
Requirement:
— The tenderer's tax affairs shall be in order in relation to payment of tax and VAT.
Documentation requirement:
— Tax and VAT certificate, not older than 6 months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.
— Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
— The tenderer must have the economic capacity to carry out the assignment/contract.
— The company's last Annual Financial Statements including notes, the Board's Annual Report and Audit Report, as well as new information of relevance to the company's fiscal figures.
— Credit evaluation/rating, not older than six months, based on the last known accounting figures.
The contracting authority reserves the right to obtain a credit assessment/rating itself.
Teknisk og faglig kapasitet:
Requirement:
— A good and well-functioning quality assurance system and environmental management system is required for the services that shall be provided.
Documentation requirement:
— Report of the service provider's quality assurance system and environmental management system. If the tenderer is certified, the certificate can be submitted as documentation.
— Good experience is required from equivalent assignments, including experience from work in busy urban areas.
— List of the tenderer's 5 most important, relevant deliveries from equivalent assignments in the last 3 years, including their value, date and the recipient/contracting authority.
The contracting authority reserves the right to contact the references.
— Good implementation ability is required, i.e. sufficient capacity to meet deadlines and required quality.
— Overview of personnel thought to be used for the execution of the assignment, with an organisation chart.
— An account of which equipment, machinery or technical equipment at the disposal of the tenderer for the execution of this contract.
If using sub-contractors, they must also document the same qualifications as the main supplier.
Minste nivå(er) av standarder:
Regarding experience: In addition to experience from work in urban areas with heavy traffic, experience is also required from equivalent assignments including the removal on old and antiquarian listed buildings, art installations, sculptures, electro installations etc.
