Oslo kommune Bymiljøetaten (Oslo Municipality, the Agency for Urban Environment)

A contractor shall be procured for the construction of a cycle path with a pavement from Bygdøylokket E18 to the Norwegian Folk Museum, a stretch of 1.6 km. The measure also involves altering/moving the road profile on the existing road. Technical infrastructure such as handling surface water, street lights and cable routes will be established as new installations. All aerial cables along the stretch will be laid in the ground in the project. The contractor will be responsible for coordination with all the cable actors. Trees shall also be planted along the stretch, including a new allé, as a replacement for trees that must be felled during the work.
The Agency for Water and Sewerage shall simultaneously renew the water pipeline on the stretch. The upgrade partly consists of new pipelines and partly of cracking/pipe renewal of existing pipelines. Work on the pipeline applies to approx. 1.2 km of the project stretch, of which approx. 350 m are not in the road. VAV's work is included in the procurement.

Økonomisk og finansiell stilling:
Requirement: The tenderer must have the financial capacity to carry out the assignment/contract.
Documentation requirement: Credit evaluation/rating, not older than 6 months, based on the last known accounting figures.
The company's last three annual Financial Statements including notes, the Board's Annual Reports and Audit Reports, including new information of relevance to the company's fiscal numbers.
The contracting authority reserves the right to obtain a credit assessment/rating itself.
Teknisk og faglig kapasitet:
Requirement: The tenderer must have the financial capacity to fulfil the contract/assignment.
Documentation requirement: Overview of the company's total workforce. An organisation chart is to be enclosed, also for sub-suppliers.
Requirement: Good technical and professional qualifications are required.
Documentation requirement: A description shall be enclosed of the tenderer's technical key personnel who will be responsible for the fulfilment of this contract, whether they belong to the company or not.
Testimonies and certificates (CV) on education and professional practice for the persons who will be responsible for the execution of the contract.
Requirement: Relevant experience from corresponding assignments is required.
Documentation requirement: — An overview of relevant work carried out during the last 5 years, together with testimonials of satisfactory execution for the most important works. The testimonials should state the value, time frame and place the work was carried out and indicate whether the work was professionally executed and properly completed. If sub-suppliers are used to fulfil the qualification requirements, the sub-supplier shall have the equivalent documentation.

The contract has requirements regarding wages and working conditions, c.f. the regulations on wages and working conditions in public contracts dated 8.2.2008.
The tenderer shall ensure that during the entire contract period at least one apprentice is utilised for executing work connected to this contract. The tenderer shall document that the requirement is fulfilled by the start of the work, and otherwise upon the contracting authority's request. The apprentice requirement shall be met regardless of whether the work is carried out by a main contractor or subcontractor.
