16/6821 — Framework agreement for the purchase of consultancy services for the ICT area

Rogaland fylkeskommune (Rogaland County)

Rogaland County, henceforth also referred to as the Contracting Authority, invites to an open tender contest for a framework agreement for consultancy services.
A framework agreement shall be signed with 1 tenderer. The tender contest includes 6 categories with different subject areas. The tenderers must be able to provide consultancy services for all categories.
The subject areas that shall be covered belong to the ICT area and are divided as follow:
1. Network, communication and security services;
2. Databases;
3. Citrix;
4. Infrastructure;
5. General strategic consultancy services and project management;
6. Digital communication services.
Due to the scope and specialisation required for the subject areas, smaller service providers are encouraged to enter into a collaboration if this is required for submitting tenders to the contest. In such events, the tenderer must substantiate access to the necessary resources. This can for instance be substantiated by presenting a statement of obligation with the tender.

K 01 Certificate for tax — Requirement: It is a requirement that the tenderer does not have significant tax or VAT arrears, or that there is an approved repayment plan. Documentation: Tax certificate. The certificate must not be older than 6 months calculated from the tender deadline. Any arrears or other irregularities must be justified. If the tenderer is planning to use sub-suppliers, a tax certificate must also be provided for them. Foreign tenderers can fulfil the requirement in accordance with the provisions in the public procurement regulations § 20-12 (3).

K 02 Company Registration Certificate. Requirement: The tenderer must be a legally established company. Documentation: Company Registration Certificate or equivalent from applicant's home state.

Økonomisk og finansiell stilling:

K 05 — Credit rating — Requirement: The tenderer shall have the financial ability to fulfil the contract. Documentation: The contracting authority will obtain a credit rating from Experian. The tenderer must achieve a minimum rating of ‘creditworthy’. The tenderer is expected to have familiarised himself with registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer's financial situation. If the tenderer knows that the requirement regarding the financial capacity to carry out the contract cannot be met via the credit rating as specified above, the tenderer can submit other documentation with the tender that confirms a satisfactory financial capacity.

Teknisk og faglig kapasitet:

K 04 — Experience. Requirement: Experience is required from at least 3 relevant assignments, with particular emphasis on the complexity of the assignments. Documentation of excellent implementation ability is required. Documentation: List of the most important deliveries or services performed in the last 3 years. The list shall contain a brief description of the assignment, size or value of the deliveries, point in time, name of the customers, telephone, email address and contact person at the customers. A brief description should also be given showing how the assignment is relevant in regard to the requirement.

The payment shall be within the end of a free delivery month with an addition of 30 days. The period of credit is from the receipt of a correct invoice.
