Procurement of framework agreements on consultancy services. There is a need for architect and engineer services in the following disciplines:
· Architect including zoning, landscape and interior (ARK);
· Structural consultancy including construction management, project administration and safety, health and work environment (RIB);
· Fire consultancy (RIBr);
· Electrotechnical consultancy including life consultancy and ITB (RIE);
· HVAC — technical consultancy (RIV);
· Building Physics (RIBfys);
· Environmental clearance;
· Acoustics.
The County Municipality has previously had framework agreements on these services. The large construction projects of sixth form colleges in Hedmark have been carried out or are about to be completed and there is currently no new large projects planned. The need for consultancy services in the next 4 years has been calculated to be 1 000 000 NOK to 1 500 000 NOK excluding VAT per year for projects and approx. 1 000 000 NOK excluding VAT per year for preparations. The scope of the services can vary a lot from year to year, depending on what projects are carried out within development and operation and maintenance. The specified volumes entail no purchase obligation for the Contracting Authority. Changes in organisation, budget and routines can effect the total volume. The distribution between the disciplines is on experience 40 % ARK and 15 % of each of the disciplines RIB, RIBr, RIE and RIV, but this can vary.

Consultancy includes primarily traditional consultancy. In addition, the consultant shall assist in the preparation of requirements for automation and management of heat and ventilation in the projects.

Consulting engineers for building physics shall describe the conditions that shall form the basis for rehabilitation and new construction projects. Prepare a description for climate separating structures such as floors, external walls, roof, floor separators etc. Describe conditions that i.a. include humidity protection, heat insulation, air tightness, radon and wet rooms. In addition to consultant functions, the service can also include third party control.

In connection with rehabilitation/demolition of buildings, there is a need to map material use and preparation of environmental clearance descriptions. Sampling must be carried out, and the necessary product analysis must be performed. In addition there may be a need to do environmental mapping of pollution in the ground. Some follow up in the execution phase must also be excepted.

It is required that the tenderer has settled conditions in connection with payment of taxes and VAT Documentation requirement: Tax and VAT certificate, no older than 6 months calculated from the tender deadline (Norwegian tenderers only). The certificate can be obtained from Altinn.

The tenderer is required to be a legally established company. Documentation requirement: A company registration certificate shall be enclosed.

Økonomisk og finansiell stilling:

As a minimum requirement, the tenderer must not be subject to bankruptcy proceedings, debt negotiations or liquidation or have suspended activity. A credit rating from Bisnode (www.crediteasy.no) with a minimum score of 3 is required. For companies without a score in the Bisnode database, the Contracting Authority will consider the accounting figures in the database and, if necessary, obtain external assistance to assess the tenderer's economic and financial position. Tenderers with temporarily reduced credit rating due to notified fission/fusion or equivalent, may still be approved. The Contracting Authority will obtain credit rating/financial data itself. Foreign tenderers are required to submit Annual Financial Statements for the last 3 years.

Teknisk og faglig kapasitet:

Experience from at least 3 similar assignments during the past 3 years, is required. By equivalent assignments, we meed the consultancy assignments of a complexity that covers the Contracting Authority's need, see Annex D — Performance Description. Documentation requirements: the tenderer must provide a list of the most important deliveries during the past 3 years, including information concerning value, date and recipient (name and e-mail). The references will only be contacted if required.

The tenderer shall have sufficient implementation ability and capacity for implementation of the contract. Documentation requirement: A statement of the tenderer's organisation and resources for implementation of the contract.

For the disciplines where it is relevant to achieve central approval, the tenderer shall document capacity that is satisfactory to achieve central or local approval for responsibility in enterprise classification 3, ref ‘Guidelines on building applications chapter 11’, last changed 1.1.2016. Documentation requirement: Central certification in development class 3 or documentation confirming that the tenderer can achieve central or local certification for the right to be responsible in development class 3.

If the supplier is planning to hand over parts of the contract to sub-suppliers, provide a brief description of the sub-suppliers and indicate which parts they will perform. If a tenderer intends to use the capacity of other companies for the financial/economic strength and/or the technical/professional qualifications, documentation shall be enclosed that confirms that the tenderer can use the necessary resources at the sub suppliers, for example, a written commitment statement or a written cooperation agreement on this between the tenderer and the sub-supplier. Documentation requirement: Tenderers enclose a commitment statement from the companies in question or other proof that documents that the tenderer can use the offered resources. See annex H.
