Tenderers are required to have their tax and VAT payments in order. Documentation requirement: Tax and VAT certificate, no older than 6 months calculated from the tender deadline (Norwegian tenderers only). The certificate can be obtained from Altinn. Foreign tenderers must submit the corresponding confirmation that government taxes and fees have been paid in the country where the tenderer has its place of business.

The tenderer is required to be a legally established company. Documentation requirement: A company registration certificate shall be enclosed. Foreign tenderers shall provide authorisation(s) for statutory registration in the country where the company is established.

Økonomisk og finansiell stilling:

As a minimum requirement, the tenderer must not be subject to bankruptcy proceedings, debt negotiations or liquidation or have suspended activity. A credit rating from Bisnode (www.crediteasy.no) with a minimum score of 3 is required. Companies without a score in the Bisnode database and foreign companies are asked to enclose the approved accounts for the last three years with the tender. The contracting authority will assess the accounting figures and possibly obtain external help to assess the tenderer's economic and financial position. Tenderers with temporarily reduced credit rating due to notified fission/fusion or equivalent, may still be approved. The Contracting Authority will obtain credit rating/financial data itself.

Teknisk og faglig kapasitet:

Experience and good references from corresponding deliveries with associated services is required. Documentation requirements: the tenderer must provide a list of the most important deliveries during the past three years, including information concerning value, date and recipient (name and e-mail). The references will only be contacted if required.

Tenderers must have the implementational ability and capacity required by the delivery within each geographical area, cf. the overview in annexes E and F. A large number of received orders, illness or other circumstances shall not lead to the service not being provided. The overview shows that there can be parallel assignments. Consideration must also be given to this. Documentation requirement: Tenderers shall give an overview of the company's workforce for this assignment (organisation plan).

A good and well functioning quality assurance system is required (ISO 9000 or equivalent). Documentation requirement: An account of the company's health, environment and safety policy, an account of the company's quality assurance system/control system, a copy of a certificate issued by a public quality assurance institution. (Tenderers are to write briefly about how the tenderer works as regards quality assurance, as well as enclosing documentation of, for example, ISO-9000).

Heating/sanitation and construction/joinery contractors: Central certification is required, for tenderers are required to be qualified for local certification in development class 2 (TKL2). Documentation requirement: Copy of the right to be responsible for central certification or a declaration that the company/entity is qualified for local certification, development class 2 (TKL2):

Electro contractors Electro contractors must be certified as electro contractors and registered in DSB's installer register. Electro contractors shall have a certificate as an installer in group L and certification as an ecom installer. In addition central certification/local certification is required in development class 2 (TKL2) for the tenderer or sub-supplier for measures requiring applications. Documentation requirement: Confirmation of certification as an electro contractor and registration in DSB's installer register. Documentation of a certificate as an installer in group L and certification as an ecom installer.

Painting/wallpapering/floor laying contractors: Certified wetroom company and a certificate for heating work. Documentation requirement: Documentation of a certified wetroom company and a certificate for heating work.

Locks/fittings contractor: Tenderers must be a master craftsman and authorised Trio Ving Security Centre. Documentation requirement: Copy of a master craftsman certificate and confirmation of an authorised Trio Ving Security Centre.

Ventilation/flasshing and guttering contractor: Central certification is required for ventilation, or the tenderer is to be qualified for local certification in development class 2 (TKL2). A master craftsman certificate with flasting and guttering is required for the flashing and guttering contractor. Documentation requirement: Copy of the right to be responsible for central certification or a declaration that the company/entity is qualified for local certification in development class 2 (TKL2), and a copy of a master craftsman certificate.

If a tenderer is planning to hand over parts of the contract to sub-suppliers, provide a brief description of the sub-suppliers and indicate which parts they will perform. Sub-suppliers must fulfil the same particular technical and professional qualification requirements for their trade as the tenderer and this must be documented upon request by the contracting authority. If a tenderer intends to use the capacity of other companies for the financial/economic strength and/or the technical/professional qualifications, documentation shall be enclosed that confirms that the tenderer can use the necessary resources at the sub suppliers, for example, a written commitment statement or a written cooperation agreement on this between the tenderer and the sub-supplier. Documentation requirement: Tenderers enclose a commitment statement from the companies in question or other proof that documents that the tenderer can use the offered resources. See the annex.
