Daily cleaning is currently executed by the Contracting Authority's own cleaning personnel. The Contracting Authority wants tender offers on cleaning that is supplementary to the daily cleaning. The Contracting Authority amongst other things, need internal and external window washing, with or without Venetian blinds, as well as some spring cleaning (house washing). There may also be other types of periodical cleaning, for example washing of facades, polishing, waxing etc. This will be ordered by the individual businesses as needed.
The objective of this work is to take care of the surfaces, keep the premises visually appealing, satisfactorily hygienic and ensure a good internal environment.
It will be necessary for service providers to attend a site inspection before tender offers are submitted.
The framework agreement does not include hire of temporary staff services.

Tenderers are required to have their tax and VAT payments in order. Documentation requirement: Tax and VAT certificate, no older than six months calculated from the tender deadline (Norwegian tenderers only). The certificate can be obtained from Altinn. Foreign tenderers must submit the corresponding confirmation that government taxes and fees have been paid in the country where the tenderer has its place of business.

The tenderer is required to be a legally established company. Documentation requirement: A company registration certificate shall be enclosed. Foreign tenderers shall provide authorisation(s) for statutory registration in the country where the company is established.

Økonomisk og finansiell stilling:
As a minimum requirement, the tenderer must not be subject to bankruptcy proceedings, debt negotiations or liquidation or have suspended activity. A good credit rating is required, at least equivalent to a Bisnode (www.solliditetd.no) score 3. Documentation Requirement: Tenderers shall not attach any documentation. The Contracting Authority will obtain credit rating/financial data itself. If the tenderer is not credit worthy or if the tenderer wants to document that their credit rating gives a misleading picture of the economic situation, the economic and financial standing can be established with other documentation. Tenderers should particularly justify why the credit rating is not presented or why it gives a misleading picture. For companies without a score in the Bisnode database, the Contracting Authority will consider the accounting figures in the database and, if necessary, obtain external assistance to assess the tenderer's economic and financial position. Tenderers with temporarily reduced credit rating due to reported demerger/merge or similar events, must /fission/fusion or equivalent, may be approved.

Teknisk og faglig kapasitet:
Experience from at least three similar assignments during the past three years, is required. Equivalent assignments means deliveries of an equivalent nature to entities of an equivalent size and complexity. Documentation requirements: the tenderer must provide a list of the most important deliveries during the past three years, including information concerning value, date and recipient (name and e-mail). The references will only be contacted if required.

A good and well-functioning quality assurance system is required for the services that shall be provided. Documentation requirement: Statement regarding the supplier's quality assurance system/ management system or a Copy of the system certificate issued by an accredited certification body or equivalent documentation.

Low environmental impact. Competence is required that ensures a low impact on the environment from carrying out the service. The tenderer shall have a plan for training personnel in HSE, including waste management, cleaning methods, use of cleaning agents and equipment. The tenderer should also have written work instructions. Documentation requirement: Account of the existing routines which document that the requirement is met. If routines are described in the organisation's quality or environmental management system in accordance with ISO 14001, EMAS or other third party verified systems, it is sufficient to submit a copy of the certificate.

If a tenderer is planning to hand over parts of the contract to sub-suppliers, provide a brief description of the sub-suppliers and indicate which parts they will perform. If a tenderer intends to use the capacity of other companies for the financial/economic strength and/or the technical/professional qualifications, documentation shall be enclosed that confirms that the tenderer can use the necessary resources at the sub suppliers, for example, a written commitment statement or a written cooperation agreement on this between the tenderer and the sub-contractor. Documentation requirement: Tenderers must enclose a commitment statement from the companies in question or other proof that substantiates that the tenderer can use the offered resources.

The tenderer shall be certified by the Norwegian Labour Inspection Authority's cleaning register, in accordance with the Regulations on public certification of cleaning companies and the procurement of cleaning services dated 8 May 2012 pursuant to the Working Environment Act § 1-4 and § 4-1.
