NIBIO Apelsvoll requires cleaning services. The objective of the procurement is to cover the Norwegian Institute of Bioeconomy Research's need for daily, periodical, ordered spring and cleaning of their premises. The Contracting Authority has decided that the delivery shall be in accordance to NS-INSTA 800. The agreement shall cover cleaning of approximately 1 400 m2.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The tenderer shall have their affairs in order with respect to the payment of tax, employer contribution and VAT. Documentation requirement: tax certificate for tax and VAT shall be loaded onto Mercell and shall not be older than 6 months.
The tenderer must be a legally established company. Documentation requiment: Norwegian companies: Company Registration Certificate. Foreign companies: Proof that the company is registered in a trade register or business register as prescribed by the law of the country where the service provider is established.

Økonomisk og finansiell stilling:
Tenderers shall have sufficient financial strength to comply with the contractual obligations. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement. Documentation requiment: Credit evaluation/rating, not older than 6 months from the deadline for receipt of tenders, based on the last known accounting figures (2014). The rating should be carried out by an officially certified credit rating agency.

Teknisk og faglig kapasitet:
The tenderer shall be an approved cleaning business for delivery of cleaning services to government businesses, and all employees in the tenderer's business shall at all times have an ID card in accordance with Regulations on official approval of cleaning businesses and about the purchase of cleaning services. Documentation requirement: Documentation that verifies that the company is a publicly approved cleaning service business.

A good, efficient quality assurance system is required. Documentation requirement: The tenderer shall be certified in accordance with the ISO 9000 standard or equivalent. The tenderer may also submit a statement of 2 pages describing the business' quality assurance/management system. Certification from a third party is sufficient if available.

The tenderer is required to have an environmental management system which meets the requirements of the Eco-lighthouse programme according to relevant trade requirements or fulfil equivalent requirements. Documentation requirement: The tenderer shall attach a valid certificate. OR, tenderers shall provide a two-page description of their environmental management systems, which explains how it fulfils the requirements of the Eco-Lighthouse Scheme or equivalent schemes.
