16/07094 Fully automatic blood type machines, including instrument dependent consumables

Sykehuset Innlandet HF (Innlandet Hospital)

Innlandet Hospital, Division Medical Service, Department for Immunology and Transfusion Medicine, invites tenderers to a competition for a contract for the procurement of 3 new fully automatic blood type machines with an option for the procurement of a further 2 equivalent instruments.
The blood type machine shall be connected to the department's laboratory computer system and it must be able to extract information from and transfer information to this system. Costs for connection, licences etc. shall be covered by the tenderer.
The blood type machines shall be fully automatic with ‘walk away’ function. The instruments will be used to carry out blood type serological analyses from pregnant women, blood donors and patients.
In addition to the procurement contract for the instruments, a framework agreement shall be signed for instrument dependent reagents and consumables. This framework agreement shall be for 2 years, with an option for an annual extension in the instruments' lifetime. (Estimated to be a total of 9 years).
A service and maintenance contract after the guarantee period will be an option on the contract.

Beskrivelse av opsjoner:

An option is wanted for a further 2 blood type machines with equivalent framework agreements, which could be taken up in 2017/2018. The determining factor for whether the options will be taken up or not will be budgetary approval in the health company.

A service and maintenance contract is wanted after the guarantee period.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(1) Information shall be provided on the tenderer's corporate structure, organisation, ownership and shareholders.

(2) An organisation chart shall be presented for the tenderer's company, with the name and functions of the managing director/manager and the closest employees.

(3) Norwegian tenderers shall present an updated Company Registration Certificate. Foreign tenderers shall present certificate(s) for statutory registration in the country of establishment.

(4) Norwegian tenderers shall enclose a tax certificate (certificate for tax, payroll tax and VAT), not older than 6 months from the deadline for receipt of tenders.

(5) Tenderers must account for any arrears.

(6) Tenderers must submit an HSE declaration.

Økonomisk og finansiell stilling:

The tenderer shall have sufficient economic and financial solidity to be able to fulfil the contractual obligations.

Minste nivå(er) av standarder:

(1) Tenderers shall submit a credit rating, not older than 6 months, based on the last known accounting figures. The rating shall be carried out by an officially approved credit rating institution. The rating must be at least A or better on Bisnode's, previously AAA soliditet scale, or an equivalent score from other reputable rating companies.

(2) Tenderers must submit extracts from the annual accounts for the last 2 financial years, as well as the auditors reports.

(3) For start-up companies, companies with a poor rating or businesses who are not credit-rated, parent company guarantees, bank guarantees, etc. that provide equivalent security for the execution capacity can be submitted instead, c.f. the PPR paragraph 17-8 5th section. Tenderers are encouraged to contact the contracting authority if this is relevant.

Teknisk og faglig kapasitet:

(1) Tenderers shall have a well-functioning quality assurance system/management system.

(2) The tenderer's experience with relevant assignments.

Minste nivå(er) av standarder:

(1) An account of the quality assurance system/quality management system. — If this is described in accordance with ISO 9001 or equivalent third- party verified systems, the submission of a valid certificate will suffice.

(2) Tenderers shall enclose a list of deliveries, including information on the value, type of equipment, date and the name of the customer. A reference at the customer shall be given, who the contracting authority can contact if there is doubt about whether the requirement is fulfilled.
