The Norwegian Wine and Spirits Monopoly invites to a tender contest for providing a new time registration and HR planning system for the Norwegian Wine and Spirits Monopoly's shops. The contract is considered as a service.
The objective of the system is to simplify and streamline manual processes for staffing of vacant shifts, deviations in rotas as well as absence flow /approval processes for the employees / managers. The objective is also to ensure a correct updated data acquisition to a payroll system (Unit4) and a data warehouse (SAP).

Egnethet til å utøve yrkesvirksomheten:

Company Registration Certificate Requirement: Tenderers must be a legally established company. Documentation: Company Registration Certificate or equivalent from the tenderer's home country.

Tax certificate Requirement: The tenderer shall have delivered their tax statements and paid taxes and employers' national insurance contributions. Documentation: Certificate for payment of taxes and social security contributions — issued by the chief municipal treasurer. The certificates shall not be more than six months from the deadline for receipt of tenders

VAT certificate. Requirement: The tenderers shall have delivered their tax statements and paid Value Added tax (VAT). Documentation: Certificate for payment of VAT — issued by the tax collector/county revenue inspector. The certificate must not be more than six months from the deadline for receipt of tenders.

Økonomisk og finansiell stilling:

Financial Requirement: Sufficient economic solidity is required. Documented by: Credit evaluation/rating, not older than three months, and which is based on the last known accounting figures. The credit assessment shall be a so-called rating (containing a credit rating, part judgement and historical rating) and it shall be carried out by a publicly certified credit institution (e.g.: Dun & Bradstreet, Creditinform, Soliditet or equivalent institutions). If the tenderer has any valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer may prove his financial position with any other document that is acceptable to the Contracting Authority. If the tenderer has such valid reasons, he may contact the Contracting Authority in writing in order to clarify which other documentation is acceptable.

Teknisk og faglig kapasitet:

Experience. Requirement: Experience from corresponding Nordic deliveries for the commodity trade with Regulations regarding tariff agreements.

Quality assurance/management system. Requirement: A good and efficient quality assurance and management system is required. Documentation: Certification in accordance with ISO 9000 or equivalent, possibly a statement of the company's quality assurance and management system.

The provider's access to consultants and competence. Requirement: The provider must have staffing with professional competence for systems permanently located in Norway, when the contract is implemented.

Delivery model. Requirement: The system shall be provided as a service, SaaS. This applies to the technological operation model as well as the commercial model.

Language: Requirement: The service shall be provided in Norwegian with Norwegian speaking/Nordic speaking staff.
