NAV invites tenderers to an open tender competition regarding hearing and warning aids. The competition will comprise hearing and warning aids, accessories, spare parts and services. The competition is divided into several items (independent competitions). The tenderer can select to submit tender offers for 1 or more items.
Contracts will be signed for each item with a sufficient number of tenderers to cover the majority of the users' needs. There can, therefore, be variations from item to item regarding whether a framework agreement will be signed with 1 tenderer, or whether parallel framework agreements will be signed.
The contract period is 2 years from contract signing. The Contracting Authority has an option to extend all or parts of the agreement multiple times in a period of up to 2 years.

The Contracting Authority invites tenderers to a tender conference. The tender conference will be held in NAV's premises at Sannergata 2 in Oslo at the time/date mentioned in Part I Conditions of the competition point 1.12. Participants are asked to register at reception in Sannergata by 12:00 on the day. For tenderers that wish to participate in the tender conference, we suggest that the tenderer has thoroughly reviewed the competition documents beforehand. If the tenderers have questions about the competition documents, please send these via email to the contact person stated in part I, point 1.10 prior to the tender conference. All questions and answers will be published on Doffin, but NAV will assess if some of these also shall be reviewed at the tender conference. At the tender conference, NAV will primarily go through key parts of the competition documentation. Questions regarding assessment made during the preparation of the tender documents will not be answered or discussed. Registration marked ‘Tender conference Tender Offer 15/4619 c/o Mette Lilleby’, with the name of the participant(s) and the company should be sent via email to the contact person provided in part I, point 1.10 within the deadline stated in part I, point 1.12. Only 2 representatives from each tenderer can be registered for the meeting due to space restrictions.

Antall eller omfang: The stated value of the sub-contracts is the estimated value for the aid/aids. It is emphasised that the estimates are uncertain. In addition, we anticipate some consumption of services. In this regard, please refer to the tender documentation part 1 point 1.5.2. NAV does not have systems that are able to obtain previous consumption figures for the consumption of services divided per item/sub-competition. It is therefore not possible to estimate the value of services per item/sub-competition. Of the services that must be performed at the user, it is expected that the greatest need is related to items/sub-competitions related to school facilities, loop amplifiers and epilepsy alarms.

Requirement:

Norwegian tenderers must have their tax and VAT payments in order.

Documentation requirement:

Norwegian tenderers shall enclose a tax and VAT certificate from the tax authorities, not older than six months from the tender deadline.

The tenderer is required to be a legally established company.

Norwegian tenderers: Company registration certificate from the Brønnøysund Register Centre.

Foreign tenderers: Certificate for registration in the Register of Business Enterprises as prescribed in the legislation of the country in which the supplier is established.
