AS Vinmonopolet [The Norwegian Wine and Spirits Monopoly]

Since 2002, Vinmonopolet (The Norwegian Wine and Spirits Monopoly) has had sales via customer centre and internet shop, www.vinmonopolet.no The goods are delivered from an Internet shopping warehouse that is currently located at Rommen in Oslo. The dispatches are freighted in the form of packages, whole and half pallets, and delivered ‘door to door’ of the recipient or via local delivery locations throughout the entire country. The current ‘door to door’ deliveries occur in Oslo, Akershus, Bergen, Trondheim, Stavanger, Kristiansand, Bodø, Tromsø, Drammen, Ålesund, Sandnes, Porsgrunn and Skien. Efforts are continually being made with new delivery areas.
Delivery via other delivery locations nationwide is currently via The Norwegian Post.
Future sending are divided and comprise:
Part 1 — delivery to door;
Part 2 — delivery via local delivery locations nationwide.
If they so desire, tenderer can submit tender offer on only 1 part.

Company Registration Certificate Requirement: Tenderers must be a legally established company. Documentation: Company Registration Certificate or equivalent from the tenderer's home country.

Tax certificate Requirement: The tenderer shall have delivered their tax statements and paid taxes and employers' national insurance contributions. Documentation: Certificate for payment of taxes and social security contributions — issued by the chief municipal treasurer. The certificates shall not be more than 6 months from the deadline for receipt of tenders.

VAT certificate. Requirement: The tenderers shall have delivered their tax statements and paid Value Added tax (VAT). Documentation: Certificate for payment of VAT — issued by the tax collector/county revenue inspector. The certificate must not be more than 6 months from the deadline for receipt of tenders.

Økonomisk og finansiell stilling:

Financial Requirement: Sufficient economic solidity is required. Documented by: Credit evaluation/rating, not older than 3 months, and which is based on the last known accounting figures. The credit assessment shall be a so-called rating (containing a credit rating, part judgement and historical rating) and it shall be carried out by a publicly certified credit institution (e.g. Dun & Bradstreet, Creditinform, Soliditet or equivalent institutions). If the tenderer has any valid reasons for not being able to provide the documentation requested by the Contracting Authority, the tenderer may prove his financial position with any other document that is acceptable to the Contracting Authority. If the tenderer has such valid reasons, he may contact the Contracting Authority in writing in order to clarify which other documentation is acceptable.

Teknisk og faglig kapasitet:

Experience. Requirement: Experience from equivalent deliveries is required. Documentation: The company's most important contracts over the last 3 years, including their value, time frame and recipient.

Quality assurance/management system. Requirement: A good and efficient quality assurance and management system is required. Documentation: Certification in accordance with ISO 9000 or equivalent, possibly a statement of the company's quality assurance and management system.
