When the permanent scheme for resident parking is implemented, the existing free kerbside parking places in city districts that have implemented the scheme will be subject to charges. Persons who are granted resident parking permits can then use these charged parking places without further payment, whilst persons without a valid resident parking permit must pay a parking charge to use these parking places. Approx. 20 000 parking places are covered by the scheme.City districts that have agreed to the scheme are:— Frogner— St. Hanshaugen— Gamle Oslo— Ullern— Nordre Aker— Stovner— GrünerløkkaThe customer and case processing system for resident parking must support four user groups:— Residents— Case processers— PocketControl— Vehicles with scannerResidents:The term resident is used for residents and businesses in the city district/zone covered by the system. Residents shall access the system via Oslo municipality's website and shall be able to apply for, change or end their agreement via a web browser. The system shall automatically award resident parking permits where the award criteria can be automated.Case processors:The system shall be a customer system where case processors at the contracting authority have an overview of and information on applicants/residents. For applicants where an award cannot be automated, the case processor shall, amongst other things, manually approve and reject applications.PocketControl:The contracting authority's traffic wardens use PocketControl, delivered by GiantLeap. PocketControl is an Android based hand held unit that is used to check parking permits. PocketControl shall check resident parking permits in the system.Vehicles with scanner:The contracting authority shall procure vehicles with a scanner system to check parking permits. Vehicles with a scanner shall check parking permits in the system.Integration/interaction with:— P360 case handling/archive system, send letters/decisions— Agresso acounting system, deliver files— Oslo municipality's (OK) website— SvarUT (service on OK)The resident parking is expected to be expanded to cover more city districts in the long term. The system must therefore be scaleable and be able to handle such an expansion.The contract relationship will be regulated by SSA-T with the accompanying SSA-D, as well as the Norwegian Data Protection Authority's data processor contract.In order to take care of any further development, annex 2.2.7 Further Development, 2.2.8 Supplementary Procurements and 2.2.9 Additional Services from the SSA-V will be attached as annexes to the SSA-D contract.SSA-T is used where there is a need to plan and specify the delivery in more detail and to allow for close cooperation between the contracting authority and the supplier. The municipality's requirements for adaptations are specified in the tender documentation.SSA-V the maintenance contract will regulate the maintenance and service of equipment and programmes.SSA-D the operations contract will regulate the procurement of operational services connected to hardware, infrastructure and software.The Norwegian Data Protection Authority's data processor contract will be used when an entity sends all or parts of the processing of personal information to other entities.

The operational contract shall be valid for 3 years from the start-up date of ordinary operation. The contract will then be automatically renewed for 1 year at a time unless notice is given on the contract by the contracting authority with 3 months notice, or by the supplier with 12 months notice, before the renewal date.
