When the permanent scheme for resident parking is implemented, the existing free kerbside parking places in city districts that have implemented the scheme will be subject to charges. Persons who are granted resident parking permits can then use these charged parking places without further payment, whilst persons without a valid resident parking permit must pay a parking charge to use these parking places. Requirement: The Service Provider tax affairs shall be in order in relation to payment of tax and VAT.
Documentation requirement: Tax and VAT certificate, not older than six months.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Requirement: Tenderers shall be a legally established company.
Documentation Requirements: Norwegian companies: Company Registration Certificate.
Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law in the country where the company is established.
Credit evaluation/rating, not older than 6 months, which is based on the last known accounting figures.

Teknisk og faglig kapasitet:
Documentation requirement 1: Description of the tenderer's total manpower.
An organisation chart shall be enclosed with the application.
Names and CVs of key persons who will be responsible for carrying out this assignment.
An orientation of how much of the contract the tenderer intends to leave to sub-supplier(s). A statement shall be given of which parts of the contract each sub-supplier will carry out.
Documentation requirement 2: A reference list shall be provided of the most important deliveries or services performed in the last three years, including information on value, date, as well as the name of the recipient.
A minimum of three relevant references shall be provided with the name and telephone number of a contact person.
Documentation requirement 3: An account of the tenderer's quality assurance system/management system.
If a tenderer is certified, a copy of the system certificate issued by an accredited certification body is to be enclosed.
Requirement 1: Sufficient implementation ability is required.
Requirement 2: Relevant experience is required from equivalent assignments.
Requirement 3: A good and well-functioning quality assurance system/management system is required.

The contracting authority plans to choose and invite a minimum of three and a maximum of five of the best qualified tenderers to submit a tender for the contract. The selection will be made amongst those who submit a qualification request (request for participation in the competition) and who are not rejected.

If more than the stated number of tenderers are qualified for the competition, the contracting authority will make a selection of the number of the tenderers based on which tenderers are assessed to be the best qualified in accordance with the qualification criteria sufficient implementation ability and relevant experience from equivalent assignments, cf. 3.3.3.

The objective of the procurement is to establish a user-friendly customer system for allocating permits and case processing of resident parking applications. The offered system shall be provided as a service on the tenderer's infrastructure.
The system shall support the use of inspection vehicles for parking; PocketControl and vehicles with scanners, as well as controlling the number plates against the register of residents with approved and activated resident parking permits.
The implementation of permanent resident parking permits in Oslo includes initially 8 city districts/zones, with approx. 20 000 parking lots. The residents can apply for resident parking cards/permissions for relevant parking lots. The service provider must expect that several city districts can participate in the scheme (increase), and city districts that are participating in the scheme can terminate the agreement during the contract period (reduction).
